Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
I am requesting historic data on the number of SWAT raids that have been conducted in Spokane -- organized by year and including the cause for the raid -- going back as many years as data is available.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

It is my understanding that the Police Department did not start reporting SWAT statistics until 2011. If you feel we misunderstood your request in any way, please advise and clarify your request by clearly describing the identifiable records you are seeking, and we would be happy to look into your request further. If no such clarification is provided within 30 days of today's date, or by July 20, 2015, we will consider your request concluded and closed and a new request will need to be made after that date.

Thank you for your response. To be clear, there are no records you can provide on SWAT raids prior to 2011? That seems strange to me. Please provide me any records on SWAT raids prior to 2011, going back to the 1980s if at all possible, as I am attempting to chart this issue in the long-term in a number of jurisdictions. Thank you, and please let me know if I can provide additional information or clarification.

Mr. Atkins:
This is a follow up to my email to you below. In further response to your request, Police Department staff have located and compiled the attached documents for the Years 2000-2010. We previously provided you links to information for Years 2011-2014 (see my June 18 email below). With the information provided previously and the attached documents, you will have the number of SWAT call-outs and reasons for the deployment for the years 2000-2014. I am advised the Police Department has no SWAT records prior to 2000.
If you feel we have misunderstood anything in responding to your request, please advise and clarify by describing, with as much specificity as you can, as to what those identifiable records are that you may still be seeking from the City. Please provide any such clarification within 30 days of today’s date, or by on or before August 26, 2015. If we have not heard from you by that date, we will consider your request concluded and closed.
