Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
Any and all contracts (as well as all associated amendments, exhibits, and materials), memorandums of understanding, and other equivalent agreements entered into by this agency with Geofeedia LLC or any other social media surveillance software or equipment company (including but not limited to Brightplaent, Geofeedia, Intrado Inc, LifeRaft, Magnet Forensics, Media Sonar, Signal Corporation, and ZeroFOX). Responsive materials should include but not be limited to:
• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• other bidder responses
• the current contract
• all exhibits
• all amendments
• all performance work statements
• all deliverables inventories
• all invoices related to the deliverance of software, services, or goods
Please also include:
• all policies related to the acquisition and use of social media use and surveillance by individual officers and representatives of this agency
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This is to acknowledge receipt of your October 27, 2016, public records request directed to the Spokane Police Department, Records Division and also your November 8, 2016, follow up email inquiring as to the status. Your request states the following:

Your request has been forwarded to staff in the City's Police and Purchasing departments, and staff from the City Clerk's Office has performed a check of the City Clerk's document management system as well. It response to your request, see the attached document located by SPD staff .
With respect to the portion of your request that references "all policies related to the acquisition and use of social media use and surveillance by individual officers and representatives of this agency," you are welcome to review the Spokane Police Department's policy manual available at the following link on the City of Spokane website: https://static.spokanecity.org/documents/police/accountability/police-policy-manual-2016-02-09.pdf. In addition, although it may not be directly responsive to your request, attached is a copy of ADMIN 0330-13-01, the City's policy and procedure regarding social media.
We understand your request to have been directed specifically to the Spokane Department, and to the best of our knowledge, no additional responsive documents have been located. If you intended for other City staff/departments to receive your request, please clarify your request by identifying what other City departments you wish to have your request forwarded to for review, and we will be glad to look into your request further. Please provide any such clarification within 30 days of today's date, or by December 8. If no clarification is received from you by that date, your October 27, 2016, records request will be considered concluded and closed, and a new request would be required in this matter after December 8.

Thanks so much for your letter. I had intended to only query the Spokane Police Department at this point, but if there is another City department that may have responsive materials, I would very much appreciate your advice.

In response to your November 10 email below, this is to advise that in addition to the Spokane Police Department, we also forwarded your request to staff in the City’s Finance Department for review, however, no responsive documents were located from that department.
As my November 8 email advised, if there are other City departments you wish to have your request forwarded to for review, please identify what those remaining departments may be, and we will be glad to continue to look into your request. Please provide any such clarification by December 8, the date set forth in my November 8 email. If no clarification is received from you by that date, your October 27, 2016, records request will be considered concluded and closed, and a new request would be required in this matter after December 8.
