Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
Documents concerning IMSI catchers or any of the following words: "Stingray", "cell site simulator", or "dirtbox". including:
-Contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers
-Department policies and procedure regarding the use of IMSI catcher technology
-policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Good afternoon:
This is to acknowledge your October 31, 2016, records request directed to the Spokane Police Department and received by that department that same date. This is to also acknowledge your follow up email to the Spokane Police Department on November 14.
In checking our records, I find that your October 31, 2016, request was forwarded to the City Clerk's Office by SPD Records on November 1 for further response; however, your request was inadvertently overlooked, for which I sincerely apologize.
Your October 31 request states the following:

I anticipate requiring one week, or until November 22, to conclude your request. I will follow up with you on or about that date regarding the status of your request. If additional time will be needed to conclude it, I will advise accordingly. Likewise, if I am able to respond and conclude your request sooner, I will let you know.
