Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
All documents containing policies and procedures that establish the authority/powers of the civilian review board, office of civilian complaints, civilian police commission, civilian inspector general, or other civilian oversight structure of the police department.
If no civilian oversight board exists, copy of any policies or procedures for handling civilian complaints.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This is to acknowledge receipt of your below January 4, 2017, public records request directed to the Spokane Police Department. Your request was subsequently forwarded to the Spokane City Clerk's Office for response.
I am the process of working with staff from the Spokane Police Department and Office of the Police Ombudsman to determine what responsive documents can be located for your request. I anticipate requiring until January 20 to conclude your request. I will follow up with you on or about that date regarding the status of your request. If additional time will be needed to conclude it, I will advise accordingly. Likewise, if responsive documents become available sooner, I will let you know.

This is a follow up to my January 11 email to you below and is to also acknowledge your January 16, 2017 email, also referenced below, inquiring as to the status of your request.
In response, see the attached document located from the City Clerk's document management system. The portion relating to civilian review is located under Article 27 of this document.
In addition, policies and procedures pertaining to the Office of Police Ombudsman are contained in Chapter 4.32 of the Spokane Municipal Code, located at the following link on the City of Spokane website: https://my.spokanecity.org/smc/?Chapter=04.32.
Further, the Spokane Police Department Policy Manual is also available online and is located at the following link on the City of Spokane website: https://static.spokanecity.org/documents/police/accountability/police-policy-manual-2016-02-09.pdf.
No additional responsive documents for your request were located. However, if you feel we have overlooked anything in responding to your request, or, if you have specific knowledge of any remaining responsive documents in the City's possession that have not yet been made available to you, please clarify your request by clearly describing what the remaining identifiable documents are that you may still be seeking, and we would be glad to look into your request further. Please provide any such clarification within 30 days of today's date, or by February 20. If no clarification of your request is received from you by that date, your January 4, 2017, public records request will be considered concluded and closed, and a new request would be required in this matter after February 20.
