Pursuant to the South Carolina Public Records Law, I hereby request the following records:

Copies of the State of South Carolina employee salary data published on the "State Salaries Query" webpage (https://www.admin.sc.gov/transparency/state-salaries) for each month from January 2019 through March 2022.

For each month, Iā€™m seeking a spreadsheet, database, or delimited text file(s) ā€” not paper records or a PDF created from data ā€” with the following fields for every employee who worked in the South Carolina Executive Branch: agency name, last name, first name, middle name or initial, job title, annual earnings, bonuses, race/ethnicity, and sex. If any of these variables are unavailable, please exclude them and continue with the available data.

If the data is not available for every month, please provide it at the most frequent interval possible. For instance, if the data is not available for each month, please provide quarterly listings. If unavailable quarterly, please provide bi-annual listings.

Please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

South Carolina Department of Administration (Admin) staff have conducted a search and found responsive documents relating to your FOIA request, which Admin received May 11, 2022.

Pursuant to Admin policy, if a request requires approximately one hour or more of staff time or multiple requests from the same individual require considerable time to answer, a charge is assessed based on the hourly personnel costs of the employees(s) involved in responding to the request. Based on the estimated staff time and resources required to complete the compilation and production of documents responsive to your request, the cost will amount to $123.52.

In order for Admin staff to move forward with fulfilling your request, you will need to tender a deposit in the full amount of $30.88 payable to the S.C. Department of Administration sent to my attention. Please understand that you will be required to pay the actual charges incurred as provided by statute. Should the deposit prove to be more than the actual cost to search and compile responsive documents, Admin will return all excess funds to you. Likewise, should the deposit underestimate the actual charges, Admin will expect payment in full prior to the release of any such documents.
