Pursuant to the South Carolina Public Records Law, I hereby request the following records:

All documents relating to usage of Automated License Plate Recognition (ALPR) technology by the University of South Carolina Division of Law Enforcement and Safety, including but not limited to documents indicating:

-scope of ALPR deployment;
-purposes for which ALPR technology is employed;
-means of handling and storing ALPR data;
-extent and timeline for ALPR data storage; and
-protocols and extent of ALPR data sharing between the Division and other government agencies.

Please include any relevant documents, including but not limited to memos, reports, emails, meeting minutes and contracts.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

This is in response to the Freedom of Information Act request that you recently directed to the University of SC. The University has determined that it possesses documents that are responsive to your request. However, the University anticipates that some of the responsive documents, or portions of them, may be exempt from disclosure under the Act. 

The Freedom of Information Act authorizes the University to collect fees not to exceed the actual cost of searching for, retrieving, redacting, and making copies of the records you have requested. The Act also authorizes the University to require you to post a deposit of 25% of the estimated costs before searching for or making copies of the records. 

The University estimates that the total cost it will incur to respond to your request will be $150. Therefore, you must post a deposit of $37.50 before it gathers the records you requested. If you would like to proceed with your request in its current form, then please forward a check payable to “University of South Carolina” to me at your earliest convenience. The University will make the non-exempt documents that are responsive to your request available to you for inspection and copying as soon as reasonably possible after it receives your deposit.

Please be advised that obtaining or using public records for commercial solicitation directed to any person in this State is prohibited. S.C. Code Ann. §30-2-50.

This is in reference to the FOIA request you originally made on 1/20/2022.

On 2/3/2022, we responded via email that documents referenced in your request are available, and that the University estimates that the total cost to respond to your request will be $150. You must post a deposit of at least $37.50 to begin document recovery.

It has now been more than 30 days since you were notified of this cost, and to date we have not received payment. Please pay the deposit within 10 business days of the date of this communication to proceed with this request. Otherwise, this request will be closed with no further action.
