Dear Director Dana LeWinter,

Pursuant to the state Freedom of Information Act, G.L.M. c.66, §10, and in accordance with 24 CFR part 91, subpart B; 24 C.F.R. § 570.490; 24 C.F.R. § 570.205; and 24 CFR § 570.206, as applicable, I hereby request the following records:

Please provide me with a full copy of the following four (4) organization's answers to ALL twelve questions in response to the "City of Somerville 2009 Update of Assessment to Impediment to Fair Housing Report Questionnaire." (please see note 1. below)

Please delete only the identity and position of the individual respondent prior to forwarding your response. Otherwise, please retain any original dates of response (and/or date of in-person interview notes); and do not delete any organizational identifying information. If the City perceives any reason to delete any organizational identifying information, please provide us with a full and reasonable explanation of the nature of the information blocked out. (please see note 2. below) In addition, please do not consider any edited documents, nor any scanned-image formats and copies to be adequately respondent to this public information request. (please see note 3. below) :

1. SOMERVILLE HOUSING AUTHORITY- the full written response
2. CAAS- the full written response
3. Somerville Community Corporation- the complete set of in-person interview notes taken by city staff.
4. Cambridge Somerville Legal Services- the complete set of in-person interview notes taken by city staff.

(note 1: The referenced questionnaire was mailed in Fall, 2009 and the responses were used to develop the report published as "ASSESSMENT OF IMPEDIMENTS TO FAIR HOUSING CHOICES An Update of the 2005 Assessment Report, CITY OF SOMERVILLE, MA dated 12/1/2009).

(note 2: Each of the organizations is a subrecipient of the City of Somerville's CDBG/HOME or ESG funds, and each of the organization's responses were provided to facilitate the City's Consolidated Planning requirements.)

(note 3: Scanned image documents, such as untagged scanned .pdfs, are not usable by visually impaired readers, such as this writer.)

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records; plus, the City's response to this request is also an eligible administrative cost for CDBG activities. The requested documents may be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of gathering information about the range of planning efforts towards fair housing in the City of Somerville. None of this information will ever be used for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I request that the request be filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the MA statute requires.
