Given the quantity of reports that our request is likely to produce, we want to narrow it. Instead of requesting incident reports for every larceny from a motor vehicle in 2015, we are now only requesting reports for larcenies from motor vehicles in which a firearm was stolen in 2015.

We still want see all the information contained in the report, including, but not limited to, the time and location of each incident; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; the victims' names, ages and contact information; and the narrative summary of what happened.

Please also provide the TOTAL number of larcenies from motor vehicles that were reported to your department in 2015, no matter what, if anything, was stolen. All we need here is a number.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

From: Ben Hallman

To Whom It May Concern:

Pursuant to the the Louisiana Public Records Act, I hereby request the following records:

Police reports for every motor vehicle break-in and/or larceny from a motor vehicle that occurred in 2015. I want to determine how many vehicle break-ins occurred in your jurisdiction and basic information about each, including what, if anything, was stolen.

I want to see all the information contained in each police report, including, but not limited to, the time and location of each crime; the criminal's method of entry; the make and model of the vehicle; descriptions of what was stolen and where from inside the vehicle each item was stolen; victims' names, ages, addresses and contact information; and the narrative summary of what happened.

If this data is collated in a digital file or database, providing the results of a search query that yields this information would be an acceptable substitute to physical copies of the reports.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Ben Hallman

Hi Sgt. Johnson,

I hadn't heard from anybody regarding my request so I was just following up.

We're using a new system to track public records requests and it looks like there's a been a bit of hiccup with how ours were sent to your department. I'm sorry if this has caused confusion. So, just to clarify, we are only seeking two things:

1) Police reports for larcenies from motor vehicles / motor vehicle burglaries in which a firearm was stolen. Please let me know how many reports this may be and the estimated cost and processing time.

2) The total number of larcenies from motor vehicles / motor vehicle burglaries that your office had in 2015.

Thank you for your help on this request.

From: Rodney Johnson

I will get with crime stats and see if the data can be pulled this way and get back with you.

Thanks Rod

Our stats person was able to pull the attached for you. At a minimum each report would cost $10 but some of them would be much more as they would contain lengthy supplements by investigators. I would estimate it would require 2 to 4 weeks to pull all of the reports and would cost a minimum of $3,500.

Thank you

Thank you Ok I didn't realize there would be that many. How much would it cost for just pulling, say, five reports for larcenies from motor vehicles in which a firearm was stolen? And how long would that take to process?

From: Rodney Johnson

Only a day or two as long as they are not long reports approximately $50.00.

Hi Sgt. Johnson,
I hadn't heard from anybody regarding my request so I was just following up.
---
On Aug. 2, 2016:
Good Morning,
Mr. Hallman I have checked and no one at the department has received any request from your office since the on that was just recently received. Could you please tell me who you were communicating with and if you have received any information so far. If not I will clarify some information and get it started. The fees associated with request of this type are:
$50 for a dvd/cd if the data is available digitally
$6 for the 1st page of an offense report and $2 per page after that.
We look forward to hearing from you.
Sincerely,

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on July 27, 2016. Please let me know when I can expect to receive a response, or if further clarification is needed.
Thanks for your help, and let me know if further clarification is needed.

On July 27, 2016:
Sincerely,
Ben Hallman

On July 22, 2016:

Hi Sgt. Johnson,

Would your stats person be able to tell me how many firearms were stolen from all sources (residences, businesses, cars, etc.)?

I'm still discussing whether to move forward on requesting the full reports.

From: Ben Hallman

Would you mind sending me a sample report so we know what the reports contain?

From: Rodney Johnson

I do not know I will see...

Thank you Ok I didn't realize there would be that many. How much would it cost for just pulling, say, five reports for larcenies from motor vehicles in which a firearm was stolen? And how long would that take to process?
---
On Aug. 2, 2016:
Our stats person was able to pull the attached for you. At a minimum each report would cost $10 but some of them would be much more as they would contain lengthy supplements by investigators. I would estimate it would require 2 to 4 weeks to pull all of the reports and would cost a minimum of $3,500.

Our stats person was able to pull the attached for you. At a minimum each report would cost $10 but some of them would be much more as they would contain lengthy supplements by investigators. Hi Sgt. Johnson,
I hadn't heard from anybody regarding my request so I was just following up.

On Aug.

Sincerely,
Ben Hallman

Hi Sgt. Johnson,
I hadn't heard from anybody regarding my request so I was just following up.
---
On Aug.
Sincerely,
Sgt. Rod Johnson

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on July 27, 2016. Please let me know when I can expect to receive a response, or if further clarification is needed.
Thanks for your help, and let me know if further clarification is needed.

On July 27, 2016:
Sincerely,
Ben Hallman

On July 22, 2016:

Would your stats person be able to tell me how many firearms were stolen from all sources (residences, businesses, cars, etc.)?
I'm still discussing whether to move forward on requesting the full reports.

Sincerely,
Ben Hallman

On July 22, 2016:

Hi Sgt. Johnson,
I hadn't heard from anybody regarding my request so I was just following up.

Sincerely,
Sgt. Rod Johnson
