To Whom It May Concern:

Pursuant to the Washington Public Records Act, I hereby request the following records:

Page from City of Seattle's website at www.seattle.gov that specifies the name and contact information of the city's public records officer to whom members of the public may direct requests for disclosure of public records and who will oversee the agency's compliance within the public records disclosure requirements of Revised Code of Washington, Title 42, Chapter 42.56 (the Public Records Act).

Please note that RCW 42.56.580(1) states in part, "Each state and local agency shall appoint and publicly identify a public records officer whose responsibility is to serve as a point of contact for members of the public in requesting disclosure of public records and to oversee the agency's compliance with the public records disclosure requirements of this chapter," and that RCW 42.56.580(3) states, "For local agencies, the name and contact information of the agency's public records officer to whom members of the public may direct requests for disclosure of public records and who will oversee the agency's compliance within the public records disclosure requirements of this chapter shall be made in a way reasonably calculated to provide notice to the public, including posting at the local agency's place of business, posting on its internet site, or including in its publications."

I can access the record through the Internet, so the URL of the record as published on your website ("an internet address and link on your agency's web site") will be sufficient to satisfy my request. I have searched diligently but failed to find such on your website in recent years.

Please do not ask me to use your public records workflow management system (your "records portal"). I prefer to communicate via e-mail, but will revert to postal mail if necessary.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Phil Mocek

Dear Sir or Madam:

Thank you for the invitation to create an account on and use your public records request processing workflow management system. As I indicated in my request, I prefer to communicate via email, or alternatively, postal mail. I am competent to track my requests with my own system, I need not download records as I specified that I wish to receive them via e-mail attachments or CDROMs, and I intend to mail a check if payment is required.

Cordially,
Phil Mocek

Hello Phil,

I am answering only for the Legislative Department (LEG). Here is the link to the LEG Public Disclosure page that "specifies the name and contact information of [LEG's] public records officer," a.k.a. me: https://www.seattle.gov/cityclerk/legislation-and-research/request-public-records.

As you know, there is no singular "city public [disclosure] officer." PDOs are distributed throughout the City. As such, only direct requests to LEG to the information provided above. LEG includes City Council, the Office of the City Clerk, and Central Staff.

I am curious why you do not want to use the Public Records Request Center. It provides you records via email and you can respond to those emails. Happy to chat.

With this, I am closing your request.

Best regards,

Matt
