Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

1. All correspondence between city-issued email addresses of members of the City Council and Uber Inc.

2. Records created or received by the City Council and Uber Inc, Brooke Steiger General Manager of Uber Seattle, or any representatives of Uber Inc.

With specific regard to Records regarding any offer, proposal, arrangement, agreement, or memorandum of understanding with Uber Inc.

Including but not limited to invoices, purchase orders, contracts, loan agreements, evaluation agreements, solicitation letters, correspondence with Uber and public agencies.

3. Records regarding any offer, proposal, arrangement, agreement, or memorandum of understanding with Uber Inc.

4. All nondisclosure agreements with Uber Inc.

Please include in your search, any and all documents, correspondence, emails, training presentations, PowerPoint slides, and Microsoft Word documents, which discuss and/or solicit Uber Inc. "ride-share" service.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Rodriquez:

In accordance with RCW 42.56.520, this e-mail formally acknowledges receipt of your Public Records Request to the Seattle City Council dated July 2, 2015 @ 10:54 PM and received on July 6, 2015. Therein, you requested the following:

1. All correspondence between city-issued email addresses of members of the City Council and Uber Inc.

2. Records created or received by the City Council and Uber Inc., Brooke Steiger General Manager of Uber Seattle, or any representative of Uber Inc.

With specific regard to Records regarding any offer, proposal, arrangement, agreement, or memorandum of understanding with Uber Inc. [I]ncluding but not limited to invoices, purchase orders, contracts, loan agreements, evaluation agreements, solicitation letters, correspondence with Uber and public agencies.

Please include in your search, any and all documents, correspondence, emails, training presentations, PowerPoint slides, and Microsoft Word documents, which discuss and/or solicit Uber Inc. "ride-share" service.

I note that there is no specified time frame for your records request. As you are seeking Uber lobbying documents for Seattle City Council, I imagine you are interested in correspondence and documents in the time period leading up to and for some time since the passage of ordinances regulating transportation network companies such as Uber. Please contact me to clarify the time range for which you are seeking records.[1]

I anticipate we will have documents responsive to your request. Upon clarification of the date range of records you are seeking, we will search our email database, electronic files, and paper files for any documents that may be relevant. These will be reviewed for responsiveness and exemptions under the Public Records Act (PRA). Should we assert any exemptions, we will provide a log explaining why documents were withheld or redacted.

Thank you for your reply. Regarding your request for clarification, I agree with your time frame. "Jan 01, 2013 — July 6, 2015".

City Council Sign In Sheets for the 2013-15 period show forty-one (41) meetings between Uber representatives and Seattle City Council members. These fall into the above time frame and members of the Council, I imagine they will be included in responsive documents.

To aide in your search I've compiled a list online via a Google Sheets document.

As a follow-up to my emails of July 13 and August 5, the purpose of this communication is to provide you with a status update of our search efforts and an initial production of records concerning Uber Lobbying Documents. Our office has made considerable progress in collecting potentially responsive documents. A thorough review of those records is currently underway to determine their responsiveness. Already reviewed records responsive to your request are being made available to you today as attachments to this email.

Today's production of records is comprised of hardcopy records and notes from the Offices of councilmembers Licata and Bagshaw and the Office of the City Clerk.

A second production date of September 30, 2015 has been scheduled.

There is a file in the directory "2015-155.7z. This is a compressed version of all the files. Similar to WinZip it can be opened used the free software 7-Zip (www.7-zip.org<http://www.7-zip.org>). Many of the file names include special characters and WinZip and Windows native ZIP tools won't work. All of the MSG files are also in the directory.

As noted in our communication of September 30, 2015, a third production delivery date of November 11, 2015 remains.
