With regards to this request, on February 26, 2013, John Diaz, Chief of Police wrote, "Please be aware that the Department can only respond with respect to records in the custody of the Seattle Police Department. The records you have requested are not those of SPD. You may want to contact the Port of Seattle regarding this information, as they may be able to assist you."

It is our understanding that according to the Washington State Public Records Act, SPD should go ahead and forward this request to the agency they believe may have responsive records.
