In a Seattle Times article titled, "SPD buys electronics-sniffing dog used in Jared Fogle child-porn case" published August 24, 2015 Seattle Times staff reporter Sami Edge reports on the acquisition of "Bear" a "2-year-old black Labrador named Bear specially trained to sniff out electronics".
Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
- Correspondence between Tactical Detection and Seattle Police Department
- Copy of check payment or other mode of payment and receipt for "Bear"
- Contracts and non-disclosure agreements with Tactical Detection and any other contractors as they relate to the purchase of "Bear".
- Case numbers for prosecutions where evidence found by "Bear" was submitted
- Name and Badge number for officer(s) partnered with "Bear"
- copies of press-releases, final talking points and drafts of both where "Bear" is mentioned
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In response to your request for payment information regarding “Bear” please see the attached documents from the SPD Fiscal Unit.
Incident numbers 15-148860, 15-333333 and 15-441352 are the case numbers for deployments to date with PD Bear. Please check with the courts regarding your request for prosecutions where evidence found by “Bear” was submitted.
Det. Polhemous #5789, is the canine handler for PD Bear, in response to your request for the name and badge number for officer(s) partnered with “Bear”.
We contacted the SPD Public Affairs Unit regarding your request for copies of press-releases, final talking points and drafts of both where “Bear” is mentioned, resulting in no responsive documents.

We have redacted the Tax Identification Numbers from the five W9 attachments pursuant to RCW 42.56.210 and/or other statutes (RCW 42.56.230(5); see also RCW 9.35.005). Explanation: Disclosure would violate an individual’s right to privacy, and could be used for identity theft, fraud or other criminal activity. SSNs of agency employees, volunteers, and their dependents are also specifically exempt. (RCW 42.56.250(3)).
We need additional time to research your request for additional correspondence and expect to respond with the third installment on or about June 20, 2016.

We have not prepared a detailed exemption log for records because only limited information has been redacted from the responsive records.
