From: Phil Mocek

To Whom It May Concern:

Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Seattle Police Department's Public Disclosure Legal Log, current to the date of processing of my request. If this record exists in electronic form, I request that you not create a new record for me (e.g., by printing your electronic record then scanning it to make a series of images of the printed data) but provide the electronic record itself.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Phil Mocek

RE: Public Disclosure Request # P2013-850

Dear Mr. Phil Mocek,

This letter is in response to your public disclosure request dated March 18, 2013 and received by the Seattle Police Department’s Public Disclosure Unit on March 18, 2013 for SPD Public Disclosure Legal Log for 2013. We still need additional time to research and respond to your request. We anticipate a response to your request on or about April 26, 2013.

This additional time is used to research this request, collect responsive records, and/or prepare records for dissemination. Please note: Seattle Police Department currently receives approximately 4,000 public disclosure requests annually. The current volume of Public Disclosure Requests combined with SPD staffing and City-wide budget cuts requires this additional time.

If you have any questions, please contact the Public Disclosure Desk at 206-684-5481.

Sincerely,

John Diaz
Chief of Police

RE: My records reqeust of March 18, 2013 (your identifier: P2013-0850)

Dear Sir or Madam:

On April 25, 2013, John Diaz, Chief of Police, wrote, "The Department has interpreted your request to be for current open PDRs as of today. If this is not correct, please clarify your request." That is not correct. By "Seattle Police Department's Public Disclosure Legal Log, current to the date of processing of my request," I meant not to request only the log entries for open PDRs, but to request the full content of the log as of the date on which my request is processed.

Cordially,
Phil Mocek

RE: My records request of March 18, 2013 (your identifier: P2013-0850)

Dear Sir or Madam:

The [incomplete record you sent via e-mail on April 24, 2013][1], was in PDF form, with columns spread across multiple pages. I suspect that such is not the original format of the record and note that this encumbrance makes the record less useful to me and likely to the general public as well. Please do not create a new record for me in fulfillment of my request by printing your electronic record then scanning it to make a series of images of the printed data, or by exporting to PDF. In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, comma-separated-values (i.e., "CSV"), Excel spreadsheet, or the native electronic format of the software in which this record is stored.

As this is an ever-changing public record in which I am now and will continue to be interested, I intend to request an updated version of it on a regular basis. If you would simply publish it to the Web for all to see, you would likely save work for your staff and for me. Its tabular format seems to make it a good candidate for publication on data.seattle.gov.

Cordially,
Phil Mocek
