Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

1. All emails exchanged with Hacking Team ("hackingteam.com" and "hackingteam.it") between January 1, 2010 and the date of this request. Please include all attachments.

2. All nondisclosure agreements or other agreements signed with Hacking Team between January 1, 2010 and the date this request is processed.

3. All contracts, purchase orders, and invoices for Hacking Team products from January 1, 2010 to the date of this request.

4. Records regarding any offer, proposal, arrangement, agreement, or memorandum of understanding with Hacking Team.

Please include in your search, any and all documents, correspondence, emails, training presentations, PowerPoint slides, and Microsoft Word documents, which discuss and/or solicit Hacking Team products.

Per emails published by WikiLeaks [^1], at least 4 Seattle Police Department employees have communicated with Hacking Team since 2013.

These include the following recepients:

- Precinct Captain Paul McDonagh
- Lieutenant Ron Leavell
- Lieutenant Eric Barden
- Wesley Friesen

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Pursuant to RCW 42.56.520, this is notification that we have received your public disclosure request, and we anticipate it may take up to 5 weeks from the date of this notification to respond. Therefore we anticipate a response to you on or about October 6, 2015.

This additional time is used to research this request, collect responsive records, and/or prepare records for dissemination. Please note: Seattle Police Department currently receives approximately 5,000 public disclosure requests annually.

In researching your request the following departments were contacted: Criminal Intelligence Section, Public Affairs, Fiscal Department, Grants and Contracts. They all indicate that SPD does not have any responsive documents. A detective did attended a cyber-crimes investigations conference and as a registered attendee was placed on an email distribution list. No one in the department has communicated with Hacking Team, the department has not purchased or discussed purchasing, services or software from this company, nor have we received a product demo.

You may file a written appeal of this response with the SPD’s Legal Unit within ten (10) business days from the date of receipt. Please include your name and address, a copy of the redacted document and a copy of this letter together with a brief statement identifying the basis of the appeal.
