Pursuant to the Washington Public Records Act, I hereby request the following records:

1. All bail amounts requested over the last 5+ years (if easily available, any longer duration up to 20 years).
2. For each record above, whether the requested bail was paid
3. For each record above, whether the bail was returned
4. For any bail that was not returned, a reason/classification of why it was not returned
5. And for whatever bail amount was not returned, where that money was allocated (if available).

If additional associated data, such as the police case number, suspect's race, classification of the suspected crime, etc is easily able to associated to bail records, I would appreciate it as well, though my main interest is the data about bail amounts and whether it was returned or not.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

At this time, the Seattle Police Department’s Legal Unit is operating under an extreme backlog of requests, staffing shortages, the redeployment of supporting units to SPD’s frontline COVID-19 response, and, pursuant to CDC recommendations and City direction, reassignment to remote access. SPD does not maintain comprehensive records regarding bail payments. We suggest you file separate requests with the Seattle Municipal Court, King County District Courts, and King County Superior Courts for the information you are seeking, as they issue and maintain bail amounts.

To provide any of the information requested, we would need to complete a hand search of every incident report for the time period specified to see if bail was mentioned in them and then provide those for you so you can extract the data needed.

If you would like SPD to perform this hand search, please let us know within 30 days. If we do not hear from you in 30 days, we assume you will be reaching out to the agencies referenced above and will close your request with SPD.
