The records responsive to this request are likely available in a database, or in some query-able format. If your department or agency does not have direct access to the records, please raise to the respective department that can run queries directly (eg, through SQL).

Should your agency not have all of the requested records within a single record or document, please provide me the relevant documents that do, even if that requires more than one class of document. Should some of the records be unavailable, please let me know ahead of time so that we can narrow the request accordingly.

As the records responsive to this request are imperative for understanding how search warrants are executed, I ask that the public interest of these records be evaluated to the extent that the public's interest outweighs this request's burden. To add, this request is being sent to the largest city of every state and will be collated together to create a comprehensive map of search warrants throughout the US. As such, the records are not only important for understanding search warrants at a local level, but also at a national and state-wide level.

Please ensure that provided documents comply with Section 508, as these records will be shared with members of the public who are covered under the ADA. This guide should be helpful: https://www.hhs.gov/web/section-508/making-files-accessible/checklist/pdf/index.html

If this request was sent to the wrong department or agency, please let me know so that I can send to the correct place.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Lucy Parsons Labs

Hi - have there been any updates with this request? You've updated this request multiple times, stating that the records would be ready by now, though they haven't. As it stands, this request does not appear to be actively worked on, and the fashion of the responses seem to indicate that there's no intent to. I realize that your agency is busy with these requests, but it would be very helpful if you could provide me with a meaningful update.

Regards,
Matt Chapman

RE: Public Disclosure Request#: P050116-110419

Dear Lucy Labs,

This communication is in response to your public disclosure request received on November 04, 2019.
I have been in contact with SPD’s Records Management System experts and determined we do not have a way to pull the search warrant data you are requesting. The experts suggested the information may be available from the courts as this is where search warrants are delivered.
We can follow up with each precinct and each unit (Homicide, Narcotics, SWAT, etc.) within SPD to see if they maintain lists, however this would likely require a hand search to locate records.
We were able to run a keyword search in our database using “search warrant” as the search term and it returned 54,590 hits for the time frame requested. We would need to pull each report to review, determine responsiveness and provide. We can provide approximately 10 reports per monthly installment (depending on length and complexity). We estimate this method would take approximately 455 years to complete.
As we cannot pull the data as requested, please respond within 30 days or by June 12, 2020 with clarification on how you would like us to proceed with your request. If we do not hear from you by that date we will consider the public disclosure request closed.

If you have any questions, you may send a message using the Police Records Request Center or call the Public Disclosure Desk at 206-684-5481.

Sincerely,
Elizabeth Mash
