To Whom It May Concern:

Pursuant to the Washington Public Records Act, I hereby request the following records:

Manuals, handbooks, or compilations of written instructions, policies, procedures, or guidelines detailing how staff of your agency are directed to and/or do, in practice, process requests received from outside parties for records that your agency may hold and/or may have access to. In short, I seek all formal and informal documentation of your agency's policies for handling of requests for public records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Dir Sir or Madam:

My request for public records, sent by me on October 24, 2019, and apparently received by you on the same day, was acknowledged anonymously by someone presumably at your office, four days later on October 28.

The Public Records Act requires you to take one of four actions within five business days of receipt of a request for records: 1) provide requested records, 2) provide URL of the records as published on your website, 3) deny request and provide detailed accounting of exemptions that apply, 4) acknowledge receipt of request, inform me that you need more time in order to respond, and provide an estimate of when you will respond. 20 business days have now passed since you received my request, you have taken none of those actions, and you are thus in violation of the law.

Please advise.

Cordially,
Phil Mocek

Dir Sir or Madam:

In an unsigned e-mail message from you, apparently generated by your workflow management software, someone anonymously stated, "The Seattle Police Department has records ready to be released pending payment. You have 30 days from today's date to pay for your records." Neither the amount due nor accounting for charges was provided. Nor was any response to my request for update on November 21 provided. You received my request on October 24, then failed to take any of the four actions required by the PRA within five business days.

Please advise.

Phil Mocek
