I reiterate my request that records be provided by e-mail attachment if available or CD-ROM if not.

Again: Please do not instead ask me to use your workflow management system in order to retrieve the records.

You have not provided the records. Posting them to a website and demanding that I login and navigate the site to find them is no more providing the records than stashing them under a rock near your office and inviting me to go dig them up would be. I provided an email address and a postal mail address, but you sent the records to neither.
