Background:

In response to complaints by a member of another law enforcement agency that while not at work, a Seattle Police Department ("SPD") employee 1) was drunk in public, caused a disturbance, resisted arrest, threatened officers, and urinated on public property, and 2) repeatedly stated that he was an SPD officer in "attempts to grant favor," Seattle Police Department's Office of Professional Accountability investigated the allegations, and on April 14, 2016, issued a [report of findings][1], sustaining the first allegation (unprofessional conduct), not sustaining the second allegation (use of authority of of position for personal gain) to to inconclusive evidence, and recommending discipline of five days of suspension.

Request:

Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Complete investigative file for OPA 2015-1138. This file should include any and all evidence considered or reviewed, the transcript/recording of any meetings, the recordings of any interviews, as well as any and all memos and writings by any SPD/OPA employee related to the incident or its investigation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
