Pursuant to the Washington Public Records Act, I hereby request the following records:

Any information relating to utility pole 1406100, any attached vault, conduit, or related utility boxes. I also request any general policies relating to utility poles or any special policies for this specific pole. This request must be broadly interpreted to include records, service information, inventory related information, management policies, technical policies, precise location coordinates, vocabulary or other terminology, dimensions such as height/weight/diameter and material composition of the pole, wiring diagrams, cable or other item identification information, and/or any communication with any other internal or external party relating to Light Pole 1406100. This utility pole is located near 22 John Street with the yellow serial number of 1406100. It additionally has a Pole Inventory number of A1610902. The phrases "the utility pole" or "the pole" must be interpreted to mean the specific pole number covered by identifiers 1406100 and A1610902.

If there is any pole management process, I also request documents related to general pole management when that management process would be applied to the utility pole in question. The response must also include information about objects installed on the pole, the names of authorized or otherwise known service technicians, including by other parties outside of Seattle City Light, as well wiring diagrams, and which other companies, agencies, or persons have a relationship or an interest in the pole.

This request must also be understood to include information about any underground service vault or above ground service/utility box which is related to or in any way connected or related to the utility pole. This should include policies related to physical or electronic key management or any process by which such a service vault or utility box would be opened by an authorized person. This should also include policies related to the entry or attempted entry by an unauthorized person. If there is a specific person who is in charge of such authorizations, I request policies and records as well as contact information for that person or persons.

This request must be considered to cover information such as invoices relating to purchase, repair, and/or other work such as orders to perform service, plans for installation, date and/or time of installation, any planned decommission date and/or time of the pole itself, installation or decommission date of anything on on this pole or related to this pole.

As an example, if this pole number, either 1406100 or A1610902 or a related identifiers, is listed in a spreadsheet with other poles, I request the relevant document in full to understand the relationship to other poles. This includes any other internal identifiers and any information related to pole identifiers. If this identifier has been mentioned in an email, I request that email or any other written communication. This must include metadata such as SMTP and other internet email related protocol headers. If there are other records such a meeting minutes relating to this pole, I also request these records.

As an additional example, if the pole carries telephone service or fiber, which companies, agencies, or people might be contacted to be notified about an outage or a repair process. This should include telephone, internet, signaling information, or any other service or related city services.

As a final example, if the pole is made a of a specific kind of wood such as an old growth tree or a sustainable tree farming process, if such things are a consideration, or if it is from a specific company, I request the make, model, and any other information relating to the construction or selection process of the pole.

I am looking for all records after 2008, though any relevant records from any period of time are welcome.

If there are any ambiguities about my request or about the specifics of the utility pole in question, I am more than willing to clarify my request.

This request is in the public interest and will be used to support a journalistic publication.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I spoke on the phone with a nice gentleman from Seattle City Lights named Matt Cantrell.

Mr. Cantrell suggested I update and amend this request to explain more directly that I'm also looking for some specific information. My request should include database schemas where the pole in question is in the data set. For example this should include the Work (Order) Assignment Management System (WAMS), Outage Management System, Asset Management System (Oracle) and other data sets. Ideally, the database schema would be nice to have in earlier releases. Ideally, I would like dumps of the databases where this pole is found and I understand that some information will be redacted.

Mr. Cantrell also suggested that I could help the IT folks by explaining that I want to use the data in programming projects. Specifically, I want to be able to generate information such as maps of data over time. I'll likely do this in a programming language such as Python, so ideally, I'd like to have text files or well known database dump formats which are as close to pristine as possible. This would be greatly preferred to screenshots of an Oracle database UI which has performed a query.

Mr. Applebaum, I have met with the record custodians and based on the conversation you and I had on November 6, 2018 we believe we will be able to produce a .CSV file which will meet your needs. The .CSV file will contain data pulled from our WAMS database and include the coordinate locations of each Seattle City Light utility pole within the city of Seattle's border. The data will also include if a utility pole has a wireless device attached to the pole and the date that wireless device was installed. Unfortunately our records do not give us detailed information about the wireless device attached, and so we will not be able to include if the device is a 3G, 4G, or 5G wireless device. Please let me know if you would like the records to include all of Seattle City Light's service area or if the city border will suffice.
Mr. Applebaum, due to the nature of the request and the records being produce, I will need to provide third-party notification to the wireless providers about your request. Under RCW 42.56.540, the Departments have the right to notify the parties named in the records that disclosure has been requested. Mr. Applebaum, the record most recently provided to you, the .xlsx file, was in response to the amended portion of your request which asked for data schemas which include this pole (1406100) in the data set, that the data should include the location of the utility poles so that you could generate a map on your showing the location of the utility poles, and that the data should include if the pole had a wireless attachment. You had explained that you wanted the wireless attachment data to show the expansion of wireless connectivity throughout the city of Seattle over time. Does the .xlsx satisfy the amended portion of your request?
Your original request included a request for any underground service connected to the utility pole, including vaults and access to those vaults. Our search has determined that there are no vaults connected to the utility pole 1406100.
