RE: Public Disclosure Request # P2015-6231

Dear Mr. Mocek,

This letter is in response to your public disclosure request dated October 21, 2015 and received by the Seattle Police Department’s Public Disclosure Unit on October 21, 2015 for E-mail to and from Monty E. Moss #5598 of Seattle Police Department in July, August, and September of 2008.

Attached is the first installment of records.

Redactions have been applied throughout the document (r_P2015-6231(1).pdf) pursuant to RCW 42.56.10 and/or other statutes,

· WACIC Information: Record contains information directly obtained from the Washington Crime Information Center (WACIC) system, which is a centralized state computerized index of criminal justice information associated with the National Crime Information Center (NCIC) available to Federal, state, and local law enforcement and other criminal justice agencies for law enforcement purposes. Information obtained from WACIC/NCIC is restricted to law enforcement use pursuant to federal law. It may not be disseminated except to criminal justice agencies. It is exempt from disclosure under RCW 42.56.070 and 28 USC § 534, see also 28 CFR 20.38, and RCW 43.43.710. Explanation: Dissemination is statutorily prohibited.

· Medical and Mental Health Information Disclosure of Which Would Violate Privacy (RCW 42.56.230(3) Personal information in files maintained for employees, appointees, or elected officials of any public agency to the extent that disclosure would violate their right to privacy or RCW 42.56.240(1) Specific intelligence information and specific investigative records compiled by investigative, law enforcement, and penology agencies, and state agencies vested with the responsibility to discipline members of any profession, the nondisclosure of which is essential to effective law enforcement or for the protection of any person's right to privacy). Explanation: Disclosure would both be highly offensive to a reasonable individual and of no legitimate interest to the public.

We have not prepared a detailed exemption log for records because only limited information has been redacted from the responsive records. The information normally provided in an exemption log, such as title, author, recipient, subject, and number of pages, is readily ascertainable by looking at the redacted records.

Due to our current workload and backlogs, we anticipate our next response on or about December 18, 2015

If you have any questions, please contact the Public Disclosure Desk at 206-684-5481.
