This should include messages addressed like any of the following:

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

We received your check and have put the bulk of the records in the mail in response to your request, on December 4, 2015. At that time we informed you that we had a few more records that are still being reviewed. They are now ready and are attached (one email and attachment).

Part of the attached are exempt per RCW 42.56.280 which exempts preliminary drafts, notes, recommendations, and intra agency memorandums in which opinions are expressed or policies formulated or recommended. The explanation for these redactions are that disclosure at this point would harm the City's ability to discuss proposed policy in a manner which encourages better or more candid advice, recommendations and opinions.
