RE: Public Disclosure Request#: P073458-042121

Dear Jason Koebler,

Mr. Koebler,
Enclosed I am providing your first installation of records responsive to this request. Please be advised your second installation of records are estimated to be complete on or around 07/08/2021.

SPD Incident 2019-903413

Please see below for a detailed explanation of the parameters used to locate research responsive to this request:

Email Searches:

Keywords: "Amazon" AND "Imposter" OR "Lookalike Amazon Truck" OR "Amazon Employee Imposter"
Date Range: Any date prior to 04-21-21

Keywords: "Fake Amazon" OR "Imposter Amazon" OR "Counterfeit Amazon" OR "Lookalike Amazon"
Date Range: Any date prior to 04-21-21

Keywords: "Suspicious Circumstances" AND "Amazon" AND "Truck"
Date Range: Any date prior to 04-21-21

Within the listed parameters I have located over three thousand emails containing one or more keyword term. However, based on my preliminary review these 'hits' are almost exclusively Amazon subscription emails sent from Amazon to SPD Staff.  Within the listed search parameters, I have not been able to locate any correspondence relating to SPD calls for service or community reported instances of imposter/fake/counterfeit Amazon Delivery trucks. As part of my work on the second installation of records I will aim to modify the search terms to capture correspondence related to incidents that are responsive to this request.

Police Report Narrative Searches:

Keywords: Fake Amazon Truck, Imposter Amazon Truck, Counterfeit Amazon Truck, Lookalike Amazon Truck

There were no hits in our records system using any of the listed keyword search terms.

Keywords: Amazon Employee

There were a number of hits from this narrative keyword search, to include GO 2019-903413, which I provided responsive in this installation. Unfortunately due to the limitations in the search parameters of our record management system, review of these potentially responsive incidents require a manual search of each individual GO and it's narrative to determine the specifics of the call for service. For your information, I located a number of calls for service reported by Amazon employees for a variety of crimes. As part of my work on the second installation of records, I work to locate and provide additional responsive incidents that fall within the parameters of your request, should they exist.
Your records have been released and are available on the Public Records Request Center to download.
To download your records, please:

* Navigate to the Public Records Request Center.
* Select 'My Records Request Center'.

* You can download records individually or all at the same time by clicking 'Download All'.
* Please save your records as you may only download them from the system three times. If you do not download your records within 30 days of request closure, the link to your records will expire.
If you believe you have received privileged or confidential records in error, please notify the City of Seattle immediately, through the Public Records Request Center or by email. Privileged or confidential records provided or received in error should not be reviewed, used, disseminated, distributed, or copied, and should be destroyed immediately. RE: Public Disclosure Request#: P073458-042121

Dear Jason Koebler,

Hello Jason Koebler,

This communication is in response to your public disclosure request received on April 21, 2021.

We do not have a record or the ability to readily create a record that contains the information you are seeking. The Public Record Act does not require us to perform research projects or develop data for information requests. RCW 42.56.080.

Since the time of our last email correspondence dated 06/03/2021, I conferred with my supervisor regarding the search parameters used to perform the initial email searches. From this meeting, the email search parameters were more concisely narrowed to include the following:

Keywords: “Amazon” NEAR(2) (“Imposter” OR “counterfeit” OR “lookalike”)
Date Range: Any date prior to 04-21-21

Within the listed parameters, I located (618) hits. Having completed my review of the (618) hits, none of which provided reference to an SPD incident or incident(s) that fall within the scope of your request, nor do any of these emails include mention of the specifics as outlined in your request.

Based on the previously detailed research and additional research detailed here, SPD has no records responsive to this request.
If you wish to appeal the search, production, or application of any exemption in connection with this request you may submit an appeal in writing to the Seattle Police Legal Unit within ten (10) business days from the date you received your records.

Please include your name and address, a copy of any redacted files, and a copy of this letter together with a brief statement identifying the basis of the appeal. Please mail or deliver your appeal to:
Seattle Police Department
Attn: Legal Unit
610 Fifth Avenue
P.O. Box 34986
Seattle, WA 98124-4986
This completes and closes your request with SPD.

If you have any questions, you may send a message using the Police Records Request Center or call the Public Disclosure Desk at 206-684-5481.

Sincerely,
Kajhyla Washington
