Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

All notes, talking points, bill summaries, and related records used by members of Seattle City council during full council meeting on Monday, March 10, 2014, related to council bill 118043 (acceptance of United States Department of Homeland Security grant money for Seattle Police Department use). This should include but not be limited to those clearly referenced by councilmember Bruce Harrell when he spoke in favor of the bill. As he addressed the council and audience, he repeatedly looked down at his desk, seemingly reading from a list of prepared talking points.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

In accordance with RCW 42.56.520, this e-mail acknowledges receipt of your Public Records Request dated March 10, 2014 and received by the Legislative Department the same date concerning notes, records, bill summaries, talking points and related records used by the City Council for discussion and acceptance of the Department of Homeland Security's grant money for the Seattle Police Department as it relates to Council Bill 118043.

If we have been are unable to complete collection and review of all responsive records, we will set a date for a second production of records at that time.

Please allow this note to serve as an update to my email of April 2, 2014. Our office has completed its search and review of each of the council offices and their staff. This involved extensive review of all digital records, including email (inbox, sent, deleted, and Mimosa Archives) and hardcopy records. An additional email authored by Legislative Assistant Vinh Tang, has been identified as responsive and is attached to this email.

We are now in the final stage of our search, with Council's Central Staff's files remaining to be searched. We anticipate finalizing our search of those records on or before May 7, 2014. Identified responsive records will be made available to you at that time.
