From: Seattle Police Department

At this time, the Seattle Police Department’s Legal Unit is operating under an extreme backlog of requests, staffing shortages, the redeployment of supporting units to SPD’s frontline COVID-19 response, and, pursuant to CDC recommendations and City direction, reassignment to remote access. For these reasons, our ability to process new requests is substantially limited; we are currently estimating minimum response timelines, depending on the volume and complexity of requests, in excess of 6-12 months. Current requests should likewise anticipate that it will take additional time to process records and respond. We apologize for any inconvenience, and deeply appreciate your understanding as we all pull together, in the face of this unprecedented, pandemic public crisis, to manage as best we can our business operations.

RE: Public Disclosure Request#: P058867-060420

Dear Falcon Momot,

The Seattle Police Department did not prepare a detailed exemption log for records as only limited information was redacted from the responsive records.
The information normally provided in an exemption log, such as title, author, recipient, subject, and number of pages, is readily ascertainable by looking at the redacted records.
Redactions applied throughout the documents are pursuant to the following exemptions:
3(a) Credit Card Numbers, Debit Card Numbers, Electronic Check Numbers, Card Expiration Dates, & Bank or Other Account Numbers and balances Transactional Information Concerning an Account, Codes, Passwords, and Account Access or Transaction Initiation Information - RCW 42.56.230(5), RCW 9.35.005 Explanation: Disclosure would violate an individual’s right to privacy, and could be used for identity theft, fraud or other criminal activity. The Line Items and receipts responsive to your request for the timeframe you requested were obtained from SPD's Fiscal Unit. Please be advised, SPD's Fiscal Unit informed us that the three orders responsive to your request; one used a credit card which we are providing a copy and the other two orders were in the CFO's queue. There is a strong possibility that the two orders in the CFO's queue were not ordered during the time frame you have requested. Also, the third one, the cable ties are used for normal Evidence Unit's operations.
Your first installment of records have been released and are available on the Public Records Request Center to download. To download your records:

* Navigate to the Public Records Request Center.
* Select 'My Records Request Center'.
* Select 'View My Requests'. You may be asked to login.

* You can download records individually or all at the same time by clicking 'Download All'.
* Please save your records as you may only download them from the system three times. If you do not download your records within 30 days of request closure, the link to your records will expire.

I notice that the most recent response to these records was expected September 16th.

Are there any additional records to disclose, and if so, by what date are they now expected?

Thank you for your efforts.

RE: Public Disclosure Request#: P058867-060420

Dear Falcon Momot,

Dear Falcon Momot,
I apologize for the delayed response. I was looking into why this request is listed as closed and checked wanted to check with our GovQA system administrator before responding to your inquiry.
Our GovQA admin into it and informed me that your request closed as failed to pay on 8/20/21 because payment was not received by this date. We then received a check dated 8/20/21 which was received on 9/1/21 which was past the 30 days from the date of we provided you with the invoice.
When we receive payment after a request has closed, as protocol, we send payment back to the sender and ask that the requester submit a new request as we do not re-open closed requests.
In this case there was some miscommunication and payment was added but the request was still set as closed.
We have gone ahead and re-opened the request and will continue to process it. At this time, we will provide you with a response on 1/14/2022.

If you have any questions, you may send a message using the Police Records Request Center or call the Public Disclosure Desk at 206-684-5481.

Sincerely,
Dianalynn Oreiro
