Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

All records submitted by Seattle Police Department to Seattle City Council's Parks and Seattle Center Committee in accordance with SMC 18.14.100 in 2012, 2013, and 2014, and related metadata.

[Seattle Municipal Code section 18.14.100][1] ("Evaluation of Surveillance Camera Program") includes the following requirement for Seattle Police Department ("SPD") and for Seattle Department of Parks and Recreation ("DPR"):

"SPD and DPR shall report annually to the Parks and Seattle Center Committee, or its successor committee, on the outcomes of the surveillance camera program. For each City park where cameras are installed, SPD shall annually provide a summary of crime statistics for the preceding calendar year and a comparative analysis of historical crime data covering a period of at least five years for inclusion in the report. SPD shall also document how many crime investigations benefitted from the use of the cameras in the preceding calendar year. The report shall also include a qualitative discussion of public perceptions of safety within the viewable area of the cameras. DPR will be responsible for completing the qualitative component of the report. Public input for the qualitative component shall be collected by DPR staff via an annual survey, public meeting, or other appropriate means identified by DPR staff and approved by the Chair of the Council's Parks and Seattle Center Committee. DPR shall be responsible for delivering the report to the Council by no later than January 31 of each calendar year, beginning in 2012."

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I received your e-mail of October 9, 2014. The body of the message was empty except for your signature block. The message included five attachments:

1. An image of the logo of the City of Seattle
2. An image of the logo of the City of Seattle
3. An image of the logo of the City of Seattle
4. A word processor file named "Mocek_2014-198_ACKDELCLOSR1.docx" that included a letter from you dated October 9, 2014
5. A PDF file, four pages, including images of printouts of a three-page document, titled "Councilmember Sally Bagshaw; Parks in Cameras Briefing; Feb 7, 2013," and a blank page

None of the attachments appears responsive to my request. Seattle Municipal Code 18.14.100 requires annual submission of "a summary of crime statistics for the preceding calendar year and a comparative analysis of historical crime data covering a period of at least five years" for "each City park where cameras are installed." No such summary or analysis is included in the records you provided.

Please advise.

While researching another Public Records Request, I came across the Cal Anderson Park Surveillance Camera Pilot Program Evaluation prepared by the Office of City Auditor - Seattle October 26, 2009. This report is located on-line under the City Auditor, Audit Report Archive, 2009 Audit Reports.

I was not sure if you had seen this and wanted to pass the information on in case it could be helpful..

This correspondence is addressing your e-mail sent today to Sharon Johnson, Public Discloser Officer for the Legislative Department. I worked on your original request which was closed on October 9, 2014.

I have reviewed the actions that the Legislative Department took in order to provide the responsive documents. A thorough search was completed on Councilmember Gooden's office (she is the current chair of the Park, Seattle Center, Library, Gender Pay, Equity Pay Committee) and Councilmember Bagshaw's office (Previous chair) and confirmed that there was no report found per SMC 18.14.100. I checked with Seattle Police Department Public Records Officer Sheila Friend Grey and was advised there was no known report. I searched the city clerk files and found no report.

On October 9, 2014, I provided to you 3 pages of documents (attached) from Councilmember Bagshaw's office that, while not the report, I thought they might be helpful.

The request was closed (see attached) October 9, 2014.

On October 14, 2014, while working on another request, I found the Cal Anderson Park Surveillance Camera Pilot Program Evaluation prepared by the Office of City Auditor on-line and sent you an e-mail with the link attached (see attached).
