The date range for this request is 1/1/12 to the date this request is processed on.

Budgeting and financial data, spending reports, and cost breakdowns concerning expenditures on:

-Tear gas

-Pepper spray (Oleoresin Capsicum)

-Smoke grenades or concussion grenades

-Chemical munitions launchers

-Rubber bullets

-Batons

-Riot shields

-Protective gear such as helmets, body armor, gloves, etc.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Waltman,

On May 17, 2017 we received your request to inspect certain records dealing with purchases of certain equipment by the
Santa Fe Police. We are working to fulfill your request, however we will need additional time until at least June 29, 2017.

The Department only maintains records of purchases for three years before disposing of them. Collection of the information has been slowed because a number of divisions had to be contacted to provide the materials requested as one
division does not maintaint records for all of our units. There are additional concerns about the release of information
that could impact protected information regarding SWAT techniques and equipment that must be reviewed by
Commanders before release (see 14-2-1 A. (7) tactical response plans and procedures.. under Section II of New Mexico's
Inspection of Public Records Act).

I regret the delay, but given the current situations in the World and the U.S. we feel an SFPD review of the materials requested is critical for the safety of our officers and the citizens we protect. For example, if I provide you with the exact type of body armor our officers use, a terrorist or aggressor could find out how to defeat it, posing a threat to the officer and the people he is protecting. I will provide you with the materials I am able to as quickly as possible.

Please note redactions per New Mexico Inspection of Public Records Act 14-2-1 (7) tactical response plans or procedures prepared for or by the state or a political subdivision of the state, the publication of which could reveal specific vulnerabilities, risk assessments or tactical emergency security procedures that could be used to facilitate the planning or execution of a terrorist attack; and (8) otherwise provided by law.
Our concern is released of information regarding types of equipment, such as body armor and weapons (including non-lethal) could impact our crime fighting abilities and endanger the lives of our officers, SWAT members and the community they are sworn to protect.
