To Whom It May Concern:

Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following documents:

Any database or other records of hate crimes or crimes evidencing bias of race, color, ancestry, ethnicity, religion, gender, gender identity, sexual orientation, national origin or disability reported to or investigated by your agency since Jan. 1, 2010, containing at least the following fields:

the incident number
date of the incident
whether the crime was against individuals or a business / property
number of victims
race or ethnicity of the victims
gender of the victims
the offense classification
the location of the incident
the bias motivation (anti-black, anti-muslim, etc)

I would like the records in a machine-readable, electronic format if possible. If the records are kept in another format, or kept individually, I would still like copies.

This request is made as part of the Documenting Hate Project, a collaboration involving dozens of news organizations, led by ProPublica. Coverage from the project is compiled at https://projects.propublica.org/graphics/hatecrimes#hatecrime-coverage.

This request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Schwencke,

This is in response to your IPRA we received on August 7 , 2017 for information
on hate crimes and crimes of bias. Our current AS400 reporting system requires an
incident by incident search to find the information you are requesting, it is not
automatically logged by the computer. We are however updating our newer TraCs
system to make it searchable for the data you want, and that material should be
available within a few weeks.

TraCs already has a box that can be coded by the officer to reflect hate or bias crimes,
however we have so few of those crimes in the city of Santa Fe that we haven't tracked
the events. The complicating factor is that if someone claims they are the victim of a hate
or bias based crime, we have to investigate and prove or it or find it without foundation.
TraCs is a relatively new system for us, it only goes back three or four years, so that is
the data I will provide you with as soon as it is available.

Mr. Schwencke,

Please find attached your request for information on hate crimes in Santa Fe,
New Mexico. I ran the query from January 1, 2015 until September 1, 2017. There
is no way to track hate crimes in our older system other than an incident report by
incident report search and we couldn't be sure what it would fall under (assault,
harassment, criminal damage etc.) Our newer TraCs system has a box to fill out
with a code showing if there was a hate crime and also against which group of people.

What you see are TraCs hate crimes listed by suspected target, the first are Whites, then
Blacks and I've been able to catch the rest by category at the bottom of each page.
you'll see the incident number on each page, and I will be able to provide reports
that you want provided the cases are not still open and under investigation. These
hate crimes are listed by the Officer, but would have to be reviewed to make certain
they were indeed hate crimes. As I mentioned in a previous email, the intent has to
be to single the victim out because they are a member of a minority group
