I attach a sample for such a document used by another department (Oakland PD) to inform you of the type of document I am requesting. The risk assessment summary is contained on pp. 16-17 of this record.

The information in these documents is in the public interest to understand what risks to community members as well as to officers and suspects are considered and how they are weighed in the planning of such operations. We are not seeking information on specific cases of operations plans or risk assessments, but the records containing the factors considered in such planning and assessment.
