Dear Sangamon County Sheriff’s Office:

Under the Illinois Freedom of Information Act, 5 ILCS 140, I am requesting agreements, inventory lists, emails and written correspondence between the Sangamon County Sheriff, Advanced Correctional Healthcare, and the charity organization Twelve Baskets Full, Inc, AKA “12 Baskets Full”.

I am also requesting copies of emails that include the “advancedch.com” and/or “12basketsfull.org” domain(s).

In Sangamon County Jail’s 2015 inspection report, Criminal Justice Specialist Brad Besson noted that “In cooperation with their health care provider, the facility is actively involved with the “12 Baskets Full” program. This program provides unused stock medications in its mission work to underprivileged countries.”

With regard to inventory lists, I am referring to documents that identify the names and quantities of the aforementioned “unused stock medications” donated by the Sheriff’s office to Twelve Baskets Full, Inc, as well as the dates on which donations were made. The timeframe for my request should cover the period between September 1, 2011 and July 15, 2016.

I understand that the Act permits a public body to charge a reasonable copying fee not to exceed the actual cost of reproduction and not including the costs of any search or review of the records. 5 ILCS 140/6. However the law allows you to impose a waiver or reduction of fees when information is sought in the public interest, as is the case for this request.

I am a reporter and the publishing editor of the news media organization, Shadowproof. My request is related to news gathering purposes. I am investigating the charity organization’s work, and it is in the public interest to disclose the medical mission’s inventory to shed light on the service it is providing underprivileged communities abroad.
