Pursuant to the California Public Records Act, I hereby request the following records:

1. Purchase records, invoices, procurement documents and other documents sufficient to show any and all disbursement of public funds for the acquisition by your agency since July 1, 2015 of any of the following:
• Firearms of .50 caliber or greater
• Patrol rifles (as commonly denominated for law enforcement use) or assault rifles (as defined in Sections 30510 and 30515 of the California Penal Code)
• Wheeled vehicles that are built or modified to provide ballistic protection to their occupants, such as Bearcats or armored personnel carriers.
• Projectile launch platforms, such as 40mm projectile launchers, "bean bag" or specialty impact munition ("SIM") weapons, and "riot guns" used to disperse chemical agents
• Long-Range Acoustic Device (LRAD)

2. Purchase records, invoices, procurement documents and other documents sufficient to show any and all disbursement of public funds for the acquisition by your agency since July 1, 2018 of explosives and pyrotechnics, such as "flash bang" grenades and explosive breaching tools, and chemical weapons such as "teargas" and "pepper balls".

3. Records of deployment by your agency since January 1, 2020 of projectile launch platforms, such as 40mm projectile launchers, "bean bag" or specialty impact munition ("SIM") weapons, and "riot guns" used to disperse chemical agents; explosives and pyrotechnics, such as "flashbang" grenades and explosive breaching tools; and chemical weapons such as "teargas" and "pepper balls".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

One additional thing I forgot to mention in my last response to this PRA is that we changed Finance systems in 2018. We have purchases back to fiscal year 2015-2016 that we can pull but it will take some time to do. If you would like us to proceed, please let me know.

Dear Ms. Rapp:

Thank you so much for your response to my Public Records Act request for purchase and deployment records of SLOPD.

I submitted my request via an online platform (Muckrock) on October 1, but I understand that it did not arrive to you until October 4. That is the same request.

The Purchase Order Report and Credit Card report are definitely responsive to my request. If you also possess records such as invoices or receipts for these same purchases, those would also be responsive to my request, and may include information such as number of items or more description of the items purchased.

If you are able to search using your previous finance system and that requires more time, we would greatly appreciate such a search.

Please look again. I indicated an unknown number of pepperballs/pepperball launcher were deployed during the June 1st protest, and that 2 canisters of CS were used as well. That info is in red in my response.

If we did not cover something you were looking for, please specify what you consider “less lethal equipment” so we can do another search for the data.

Hmm. The problem might be how content is formatted in what I see. The Oct. 14 email I can see has the following text, plus two attachments ("Purchase Order Report" and "Credit Card Report"). If what you just wrote ("an unknown number of pepperballs/pepperball launcher were deployed during the June 1st protest, and that 2 canisters of CS were used") is the extent of the information in the Oct. 14 email, then that is sufficient.

Good afternoon,

There was a small glitch with the credit card report when some of the columns didn’t sort correctly, so on the updated version you’ll see vendors and amounts are different. However the items that we purchased are still correct and match the previous report I sent.

For the older items from our old system, our Finance Dept will need at least 2 weeks. I will check in with you 2 weeks from today and let you know how far they have progressed on your request.
