Pursuant to the California Public Records Act, I hereby request the following records:

1. The number of use of force incidents by type of force used in 2013, 2014, 2015, 2016, and 2017, separated by year.
2. The number of use of force complaints in 2013, 2014, 2015, 2016, and 2017, separated by year.
3. The number of use of force complaints sustained in 2013, 2014, 2015, 2016, and 2017, separated by year.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The follow up to your request has been received. Our Department recently received a status request for this on 9/9/20 and I replied in an email indicating that the language in the follow up stated the request had initially been submitted to personnel who worked at the Office of the City Manager. The Department confirmed that this request was not previously received. I have forwarded it to our Crime Analysis Unit for processing. I will provide you an update by 10/5/20, as the 10th day lands on a weekend.

Good afternoon,

In response to item #1 of your request, extensive use of force information is available on our department website for the time period of January 1, 2015 - June 30, 2020: http://www.sjpd.org/crimestats/forceanalysis.asp

The Department contracted with Police Strategies LLC to review reports and gather the data that is provided on this dashboard. Please be advised that up through the beginning of 2017, use of force information was recorded on a hard copy form and scanned to incident reports. The information recorded on those forms is not available in the Department's dataset in an extractable format. In order to include use of force information for January 2015 to approximately March 2017 on the Dashboard, Police Strategies LLC reviewed the reports and use of force forms themselves.

There has been no similar review of reports written prior to 2015. Therefore, the only information the Department can provide for use of force incidents in 2013 and 2014 is the total number of incident reports. Those numbers are:

1) In 2013, there were 666 incident reports.
2) In 2014, there 726 incident reports.

Please keep in mind this does not represent the total number of uses of force that occurred as each form included space for more than one officers' use of force information.

The Department does not main information related to complaints.
