From: Todd Feathers

To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

1) All contracts, memorandums of understanding, data sharing agreements, statements of work, and progress reports regarding the city of San Jose's smart city public-private partnership programs with AT&T, Verizon, Mobilitie, and Facebook. The city has publicly announced these partnerships and more information about them can be found here:

- https://www.govtech.com/dc/articles/san-jose-calif-partners-with-facebook-connectivity-lab-to-test-gigabit-wi-fi.html

I ask that all fees be waived as I am a journalist (examples of my work can be found at toddfeathers.com) and intend to use the requested records to publish articles in the public interest about important government operations. In the event that you choose to impose fees, I request a detailed breakdown of the costs, including the hourly wages of any personnel assigned to process the request and estimates of how many hours the request will take them to process.

Should you choose to deny access to or redact records responsive to this request, I ask that you provide a detailed explanation of your reasoning--as required by law--citing the specific statutes and case law on which each decision is based.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Todd Feathers
