Mr. Waltman,
The San Jose Police Department posts its duty manual online at http://www.sjpd.org/Records/DocumentCTR.asp.
Disciplinary matters are logged by our Office of Employee Relations. Information that identifies the employee is removed but the nature of the complaint and the outcome is posted. This is available at http://www.sanjoseca.gov/index.aspx?NID=2385
This will close your request with the City.

From: Becker, Tamara
Mr. Waltman,
I have confirmed with the Police Department that there are no other duty manuals which would be specific to off-duty officers.
As for the disciplinary information, other than what is available on line, all other records would be considered exempt from disclosure under the California Penal Code section 832.7 and 832.8.
