Pursuant to the California Public Records Act, I hereby request the following records:

1. Any and all documents, training materials, videos, policy manuals etc. related to "Bike Decoy Operations" used by the San Jose Police Department from January 1, 2010, through September 8, 2021.
2. The number of FELONY arrests made as a result of "Bike Decoy Operations" between January 1, 2019, through September 1, 2021.
3. A breakdown of the Race, Ethnicity, and/or National Origin of each individual arrested as a result of "Bike Decoy Operations" between January 1, 2019, through September 1, 2021.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am not available to clarify any of these requests by phone. Please send all follow up communications in writing by e-mail.

Please see the response below concerning your request.

Request #1: Any and all documents, training materials, videos, policy manuals etc. related to "Bike Decoy Operations" used by the San Jose Police Department from January 1, 2010, through September 8, 2021.

SJPD Response #1: The records you requested contain security information which protects the safety of police officers and, therefore, are exempt from public disclosure pursuant to California Government Code 6254(f). Furthermore, this law enforcement material involves methods of enforcing criminal laws, and the effect of disclosure would enable law violators to avoid detection by law enforcement and, therefore, is exempt from public disclosure pursuant to California Government Code 6255.

Request #2: The number of FELONY arrests made as a result of "Bike Decoy Operations" between January 1, 2019, through September 1, 2021.

SJPD Response #2: There have been 8 arrests made as a result of the Bike Decoy Operations between 1/1/19-9/1/21.

Request #3: A breakdown of the Race, Ethnicity, and/or National Origin of each individual arrested as a result of "Bike Decoy Operations" between January 1, 2019, through September 1, 2021.
