Please provide a complete written justification of withholding for all records, and also key every redaction by a footnote or other clear reference to a written justification for all records in SOTF 19120. After you do so, I will inform you whether I am challenging any of your withholdings.
Please provide records as attachments and do not force me to use any site I have to login to or which otherwise requires any end-user/ToS agreements. Do not withhold any new information - you have already previously disclosed the information for too long to retract any of it.

When you reproduce the full SOTF 19120 pdf, if you would prefer, you can leave out BoS agendas/minutes and voter ballots, *as long as* they are the final versions published publicly. If what you were producing were some previously-internal versions, then they need to stay.

Your violations: "failing to provide a key to redactions and failing to provide written justifications for withholding."
Please cite specific authority/exemption in writing for all withholding as required by 67.27. Any written justifications that are not specific (ex. EC 1040, instead of EC 1040 (b)(1) or (b)(2) will result in a request to find you in non-compliance).
Please key every redaction with a justification per 67.26.
Remember you made these withholdings long before any COVID order and I will ask to find non-compliance if you use any of those orders.
If you would prefer, you can leave out any unredacted BoS agendas/minutes and voter ballots, *as long as* they are the final versions published publicly. If what you were producing were some previously-internal versions, then they need to stay.
Do not forget all embedded attachments and every other part (email addresses, formatting, hyperlinks) of these documents when you produce these anew. You may also wish to actually review your withholding to make sure it is minimum. If I find any inappropriate withholdings, I will further challenge them and ask Compliance to refer to SOTF to make further orders against you.
Next time: implement Sunshine fully in your office. You brought this upon yourself by trying to skirt the Sunshine ordinance originally, and this is the cost of trying to evade Sunshine.

Attached please find part 1 of 6 of new copies of the records we previously produced on 10/17/19 and 11/25/19 in response to your 9/23/19 request. In the attached copies, the redaction basis is noted in overlay text on each redaction. We have redacted personal information due to general privacy reasons. See Cal Const., Article I, section 1; Cal. Government Code Section 6254(c), (k); Admin. Code Section 67.1(g). For similar reasons, we have also redacted certain health-related medical information (e.g. medical records), pursuant to 42 U.S.C §1320(d) et seq. and 45 C.F.R. 160.03. We have also redacted confidential information under California Evidence Code section 1040, which provides an exception under state law for official information.
