Dear San Francisco Police Department:

Pursuant to the California Public Records Act and the San Francisco Sunshine Ordinance, we hereby submit the following records request:

First, we request copies of all manuals, policies, procedures, guidance, or protocols governing or controlling SFPD's usage of any and all social media accounts, including but not limited to accounts on Twitter, Instagram, or Facebook. This request includes not only any formal policies, but also any informal instructions or guidance (including but not limited to instructions sent by email or text message) that were given by any command staff to any SFPD employee or other individual (including any contractor or third party) who was responsible for or otherwise engaged in posting on social media on behalf of any SFPD social media account. The time period for this request is January 1, 2019 to the present. If a policy was in effect at any time during this period, it is responsive to our request, even if it is no longer in effect as of today's date.

Second, we request records sufficient to reflect the names, ranks, and/or titles of any and all SFPD employees and other individuals (including any contractor or third party) who either had access to or posted tweets to the following SFPD Twitter accounts between January 1, 2019 and the present, whether or not social media was a part of their formal job duties: @SFPD @SFPDTenderloin @SFPDCentral @SFPDNorthern @SFPDSouthern @SFPDMission @SFPDRichmond @SFPDPark @SFPDIngleside @SFPDTaraval @SFPDBayview @SFPDAirport @SFPDAcademy @SFPDCares @SFPDinvestigate @SFTrafficSafety @SFPDRecruitment

With respect to the second part of our request only, as an alternative to your producing the original records, we would instead accept a list of the names, ranks, and/or titles of all individuals who either had access to or posted tweets to the above-listed Twitter accounts from January 1, 2019 to the present, whether or not social media was a part of their formal job duties. If SFPD chooses to produce a list of names, ranks, and/or titles instead of producing the original records, it should specify which individuals had access to which of the above-listed Twitter accounts.

Exact copies of every responsive record are requested (See Gov. Code Sec. 6253(b)). Produce only copies of records not requiring fees or in-person inspection, and produce in searchable PDF format. (See Gov. Code Sec. 6253). Thank you in advance for your anticipated cooperation in this matter. We look forward to receiving your initial response to this request within 10 days as required by law.

We are following up on our April 25 request, reference number P033944-042521, which you have not responded to despite your legal obligation to respond within 10 days under Gov. Code Sec. 6253. If you do not produce the requested documents immediately we will have little choice but to consult our legal counsel and consider filing a lawsuit to force production. Please produce the requested records so we can avoid litigation.
