Pursuant to the California Public Records Act, I hereby request the following records:
All bids submitted in response to County Clerk RFP 2017-02, which sought contractors to provide services related to the City ID card. Additionally, I request the final contract granted for that RFP, as well as any previous contracts related to the City ID card, dating back to the program's inception in 2007.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Parker Higgins,
We are in receipt of your email of July 30, 2018 (appended below). The Sunshine Ordinance, Administrative Code § 67.24(e)(1), provides that "responses to requests for proposals and all other records of communications between the department and persons or firms seeking contracts shall be open to inspection immediately after a contract has been awarded." Because a contract has not yet been awarded in connection with this RFP, we are withholding responses to the RFP at this time. Please find attached previous contracts related to the City ID.
