Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

A complete copy of RFP number 8970, related to the physical security information management system (PSIM) of San Francisco International Airport and all related bids, contracts, written agreements, and purchasing documents.

I've also emailed a copy of this request to Associate Deputy Airport Director Henry Thompson who I was originally directed to for help with this request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

I am working with staff from the San Francisco Purchaser's Office and the San Francisco International Airport (collectively, "the City") to respond to your request for the RFP and contract for the Airport's Technical Security System and Improvements (Contract # 8970).

Because your request requires a review of voluminous documents, some of which may not be discloseable under 49 CFR 1520, the City is extending the time to respond to your request to March 21, 2013, consistent with California Government Code section 6253.3(c) and San Francisco Administrative Code section 67.25(b).

Mr. Purvis:

I am taking over the handling of your request. At this time, we are compiling and making SFO public documents available to you as they become electronically available. At this time, we are able to release the document fitting the requested categories “contracts” and “written agreements.” Attached please find an executed copy of the agreement for SFO Contract 8970. I will be in touch with you again in the next few business days as further documents become available, including the RFP. We have several bids but I do not believe they are available electronically. They fill up most of a box so they may have to be copied, or made available for inspection. There are no purchasing documents.

A complete copy of RFP number 8970, related to the physical security information management system (PSIM) of San Francisco International Airport and all related bids, contracts, written agreements, and purchasing documents.

My office supplied documentation responsive to your request for “contracts” and “written agreements” on March 21, 2013. For your convenience, I am taking the liberty of copying that document in PDF form as an attachment to this email.

SFO possesses no documents responsive to your request for “purchasing documents” under RFP number 8970.

The “related bids” do not appear to be available in electronic format. However, physical copies of all bids have been assembled and comprise a stack approximately six inches in height. Please advise if you wish these documents copied at the statutory rate of $0.10 per page, or if you wish to visit our office to inspect the originals. Disclosure of these bids are subject to possible redaction, pursuant to appropriate state and local laws and ordinances, for any proprietary, financial or trade secret information contained therein.
