To Whom It May Concern:

Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:

All documents created from January 2014 to the date this request is processed related to the use of community safety cameras, digital recording surveillance systems installed at fixed locations to record public areas, including, but not limited to streets, sidewalks, building exteriors, and parks (hereinafter "cameras").

Please search specifically for the below document categories, and respond to each of the categories and items:

1) Acquisition documents:

i) requests for proposals (RFPs), proposals/quotes submitted by vendors, contracts, leases, budget requests, project/equipment budgets, cost allocations or reimbursements for the purchase of camera equipment;

ii) Grant applications and award letters for camera equipment or camera equipment purchases;

iii) Insurance contracts for all camera equipment;

iv) Communications (including electronic communications) between the agency head, agency quartermaster (or individual responsible for equipment purchases and maintenance) with camera vendors, manufacturers or retailers;

v) Communications (including electronic communications) between the agency head and agency quartermaster (or individual responsible for equipment purchases and maintenance) regarding acquisition, lease or use of camera equipment;

vi) Communications (including electronic communications) between the agency head, officials, agents, employees, or volunteers and other government agencies, private corporations, organizations or individuals regarding the acquisition or installation of cameras;

vii) Contracts for services related to cameras, such as data storage, data analysis, image storage, image analysis, video storage, video analysis, operation, installation and maintenance;

2) Equipment logs:

i) Inventories/logs/lists/databases of all cameras owned, leased, placed upon property of, operated by or for the agency;

ii) Maintenance logs for all cameras owned, leased, placed upon property of, or otherwise operated by or for the agency;

3) Policy documents:

i) Policies, guidelines, protocols, manuals and/or instructions on the use/operation of cameras and usage of data, images and video obtained from camera user;

ii) Communications from the agency head, officials, quartermaster (or individual responsible for overseeing equipment purchases and maintenance) on approved uses for cameras;

iii) Memorandums of understanding (MOUs), memorandums of agreement (MOAs) or any other agreements, contracts, or communications with other government agencies, private corporations, organizations or individuals to share camera equipment, data, images or video or to operate cameras on behalf of the agency;

4) Training documents:

i) Curriculum or policy used to train camera operators and observers;

ii) Training log for all camera operators and observers;

iii) Certifications of training completion for all camera operators and observers;

iv) Contracts, purchase orders, budget requests or reimbursement orders for training sessions for all camera operators and observers;

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available, via CD-ROM if not.

The Recreation and Parks Department is in receipt of your request and we intend to respond by December 15th. Depending on how voluminous the responsive documentation is, we may invoke an additional 14 day extenstion pursuant to California Government Code Section 6253 (a) (2).

I’m writing to inform you the Department is invoking a 14 day extension to fulfill this request, due to the need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request. This extension is invoked pursuant to California Government Code Section 6253 (c) (2). The Department will respond to this request by December 29th, 2016.

Hello,

This is the first of several emails in response to your public records request. Because of the volume of responsive information I will transmit our responsive documents in batches. I will let you know when the final email batch has been sent.

One note about redactions: In certain instances the Department has redacted personal email addresses. In two documents, weekly reports from Katharine Petrucione to Phil Ginsburg, information has been redacted for either of the following reasons: 1) It is not responsive to the request; 2) it contains personal health information; 3) it contains information related to confidential personnel matters; or 4) it contains information related to pending litigation.
