RE: Immediate Disclosure Request
To Supervisor Scott Wiener:
Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)) and the San Francisco Sunshine Ordinance (City Charter, Sec. 67), including Sec. 67.25 governing Immediacy of a Response, I hereby request the following records:
- Any email correspondence between the Merchants of Upper Market and Castro (MUMC); the Human Rights Commission; the Department of Public Works (DPW); the City Attorney, the Office of the Mayor or other entity and your office pertaining to the shooting in Orlando Florida, the Rainbow flag, flag policies and the flag pole at Harvey Milk Plaza, ranging from June 11, 2016 and June 23, 2016. This includes, but is not limited to emails from the @sfgov.org; @sfdpw.org; @sfbos.org; @castromerchants.com domains and from personal accounts maintained by any representatives of those entities or yourself.
- Any phone slips or records of phone conversations between your office and representatives of Merchants of Upper Market and Castro (MUMC); the Human Rights Commission; the Department of Public Works (DPW); the City Attorney, the Office of the Mayor or other entity over the same time period.
- Any written correspondence received from Merchants of Upper Market and Castro (MUMC); the Human Rights Commission; the Department of Public Works (DPW); the City Attorney, Office of the Mayor or other entity or sent by your office to representatives of the aforementioned entities.
- Any appointment calendars or records of meetings between a representative of your office and a representative of Merchants of Upper Market and Castro (MUMC); the Human Rights Commission; the Department of Public Works (DPW); the City Attorney, Office of the Mayor or other entity.
- Any notes taken during meetings or phone calls between representatives of your office and a representative of Merchants of Upper Market and Castro (MUMC); the Human Rights Commission; the Department of Public Works (DPW); the City Attorney, Office of the Mayor or other entity pertaining to the Rainbow flag, flag policies and the flag pole at Harvey Milk Plaza.
The requested documents will be made available to the general public free of charge, and is not being made for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD ROM if not.
If you determine that some but not all of the information is exempt from disclosure and that you intend to withhold it, I ask that you redact it for the time being and make the rest available as requested. In any event, please provide a signed notification citing the legal authorities on which you rely if you determine that any or all of the information is exempt and will not be disclosed.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request by the end of the day tomorrow, Friday June 24, 2016, as the statute requires.

Thank you for your inquiry. Your request below was received by the Office of the Clerk of the Board and was forwarded this morning to the attention of Supervisor Wiener’s staff. Generally, the purpose of an immediate disclosure request is to expedite the City’s response to a simple, routine, or otherwise readily answerable request ( Admin. Code §67.25(a)). Given the need to search, compile/collect, and review records potentially responsive to your request, we anticipate an update or response to be provided to you within 10-days (July 5, 2016, since July 4, 2016 is a holiday) , and will keep you apprised if additional time is required.
