Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:

Any and all emails (sent or received) by the Department of Public Works referring to or relating to Panoramic Interests, a company that designs modular housing.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Mr. Arcuni:

We assigned your request as Public Records Request #16-559.

We completed our research, found records that respond to your request, and are making those records available to you. Those records are:

A. Emails from the accounts of 62 Public Works employees for the time period of January 1, 2016 to December 5, 2016, the date of your request.

Since your request did not specify the time period for our search, we decided to search for responsive emails from 2016.

The above records respond to your request for “any and all emails (sent or received) by Public Works referring to or relating to Panoramic Interests, a company that designs modular housing” from January 1, 2016 to December 5, 2016.

These records are too numerous and too large (245MB) to send to you via email. Therefore, we will burn these emails onto a CD and mail that CD to you at your Dolores Street address with the attached invoice. We charge $3.00 for records on a single CD and will include an invoice with that CD. In lieu of a CD, we could download the audio recording onto your flashdrive., while you wait, at no cost to you. If you choose the downloading-onto-your-flashdrive option, please let me know when you could come to our office at City Hall, Room 348, so that we can be prepared to help you. If we do not hear from you by Noon, Monday, December 19, we will mail the CD to you that afternoon.

The Public Records Act requires an agency to make available to any person a copy of an “identifiable record or records” in its possession, unless the record is specifically exempt from disclosure. (Please see California Government Code § 6253(b).) The City’s obligation under the Sunshine Ordinance, like the Public Records Act, is to produce public records in its custody. (See San Francisco Administration Code § 67.20(b).) There is no requirement that a department or officer construct a document to meet the specifications of the request.
