Thank you for your timely and thorough response!
We are performing checks on the Sunshine practices of various
SF agencies using a standardized request, and your agency performed
better than almost all others.
We believe some issues remain re: compliance
with the Sunshine Ordinance/CPRA in various ways
(see attached document).
In lieu of the Sunshine Ordinance Task Force complaints process
of hearings, findings of violations, and Order of Determination,
we'd like to offer a compromise. The result of such a compromise in lieu of
complaints would be a signed letter published online by the Department Head,
accepting that the Department inadvertently violated certain
Sunshine/CPRA provisions, but has, as of the execution of the letter,
corrected its public records procedures in specified ways, along
with a copy of the updated procedures document.

They were stated on page 2, with an example for each. All of the documents were printed and scanned and therefore fail to constitute exact copies pursuant to GC 6253(b) and furthermore withhold certain information. Here's the details again:
* Exact copies of the dept head's government emails/calendars/attachments were not provided (SFAC 67.21(k), GovCode 6253(b)). You printed and scanned back in electronic records. Please provide electronic records by converting them directly to PDF and redacting them, which is also an "easily generated" format (SFAC 67.21(l)). The printing and scanning obfuscates the text and certain images. The bleed-through of your marker can obfuscate text on the other side (ex. Many agencies do this successfully - you could speak to the records officers at: Animal Care, Arts Commission, Dept of Building Inspection, Public Library. [-1, ex Request 4 pg 46, ]
* Furthermore, various hyperlinks have lost their URLs when you printed and scanned documents to PDF. The loss of these URLs is unjustified withholding of non-exempt information. (SFAC 67.26, 67.27). (Hyperlink URLs are typed in by human beings and are not metadata.) . [-1, ex Request 1 pg 1]

RE: BCC Emails - Immediate Disclosure Request
Department Head:
Below are new Immediate Disclosure Requests (SF Admin Code 67.25(a)) directed to your agency and the department head. Your response is required by Feb 11, 2020. Rolling records responses are requested (SFAC 67.25(d)) if you are unable to immediately produce records. Exact copies of every responsive record are requested (Gov Code 6253(b)) - do not: provide mere URLs, print and scan electronic records, convert native files to PDFs, or provide black and white versions of any color record. Provide only copies of records not requiring fees and in-person inspection of all other records (GC 6253). Emails are requested in the easily-generated EML or MSG formats (SFAC 67.21(l)).
I am now auditing how the City appears to unlawfully withhold the BCC recipients of emails when they print out emails in certain formats. The identity of BCC recipients is not exempt. BCC is not an information security record that reveals vulnerabilities or increases chance of an attack. The BCC names was typed in by a human being and are not metadata. You must provide BCC just like you provide To or CC recipients. There is no legal authority to keep secret the identities of persons communicating with government officials, unless they are specifically confidential informants and such. If you withhold the BCC names, I will file complaints, separate and apart from email metadata complaints (which I have now already won, see ruling in SOTF 19044).
Your non-exhaustive obligations: All withholding of any information must be justified in writing (SFAC 67.27). All withholdings by masking or deletion (aka redactions) must be keyed by footnote or other clear reference to the specific justification for that redaction, and only the minimal exempt portion of any record may be withheld (SFAC 67.26). You must respond to emailed requests (SFAC 67.21(b)). You must notify us of whether or not responsive records exist and/or were withheld for each below request (Gov Code 6253(c), 6255(b)). You must state the name and title of each person responsible for withholding any information (Gov Code 6253(d)). Do not impose any end-user restrictions upon me (Santa Clara Co. vs Superior Ct, 170 Cal.App 4th 1301); so if you use a third-party website to publish records, please make them completely public without any login or sign-in.
Your agency must do all of the above things in your response, and you cannot wait until we file complaints.

This is a further response update on behalf of San Francisco International Airport (SFO) to your email request dated February 28, 2021, copied below for your reference. Please note that your request is being handled as a request for public records according to California Government Code § 6250, et seq. (California Public Records Act) and San Francisco Administrative Code, Chapter 67 (San Francisco Sunshine Ordinance).
Under the authority of California Government Code § 6253(c)(2), SFO invokes its right to an extension of fourteen (14) calendar days, until March 24, 2021 to further respond to your public records request. This extension is based upon the need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records in order to determine SFO's response to your request.

SFO staff has been diligently searching for any records responsive to your request with negative results to date. Staff is continuing to search for records. Due to reduced staffing, limited access to files, and other limitations resulting from the COVID-19 local emergency, SFO's next response to your request will be delayed. SFO apologizes for any misunderstanding of your March 24, 2021 email request.
Your February 28, 2021 email contains the following request:
Please provide all public records that your agency has ever provided any email address of 'independentm' or 'independentm68'
All that is requested is the records and redaction keys - not any of the back and forth.
Your March 24, 2021 follow up email contains the following request:

Regardless please provide 67.25(d) rolling responses.
We want to make sure we understand correctly what type of records you are requesting, so we can provide what you need in the shortest time possible, or make a determination that no such records exist. To do that, can you please clarify exactly what type of records you are seeking from SFO? Are you seeking copies of certain records which SFO may have released in a former Sunshine request from a different requester which contain the email addresses “'independentm' or 'independentm68'?”
I will await your reply with this needed clarification.

I am in receipt of your March 25, 2021 clarification email, copied below. This is a final response on behalf of San Francisco International Airport (SFO) to your email request dated February 28, 2021, and follow email requests dated March 24 and 25, 2021, copied below for your reference. Please note that your request is being handled as a request for public records according to California Government Code § 6250, et seq. (California Public Records Act) and San Francisco Administrative Code, Chapter 67 (San Francisco Sunshine Ordinance).
With this email, SFO attaches PDF copies of its partially redacted records responsive to your email requests. SFO has redacted information within these records which is exempt from disclosure based on the right to privacy (Govt Code §§ 6250, 6254(c); Cal. Const., Art. 1, §1; Admin Code §67.1(g)). In addition, SFO has redacted information within these records which is not responsive to the underlying request. Lastly, consistent with San Francisco Administrative Code § 67.24(e)(1), proprietary financial information from an unsuccessful proposer has been redacted from these records.
This concludes SFO’s response to your February 28, 2021, and follow email requests dated March 24 and 25, 2021.
