Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:

Please provide all contracts, agreements, amendments, requests for proposals, correspondence, orders, name changes, attachments, exhibits, and documents, statements, writings and recordings of every kind (mechanical, electronic, typed or written) by and between the San Diego County Board of Supervisors, the San Diego County Department of Purchasing and Contracting, the San Diego County Sheriff's Department, or any other county or law enforcement agency, and Evercom Systems. Inc. and/or Securus Technologies, Inc. (collectively referred to as "Securus"), including but not limited to Contract # 542145 - RFP# 5337 - Inmate Telephone Services - Contract Documents and Proposals (Mar 2013), any other request for proposal for inmate telephone services, and any letters, correspondence, memoranda, notes, audio recordings, reports, and transcriptions in the possession of, or subject to the control of you or Securus.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Morning Mr Teel

In your July 7, 2016 Public Records Act request, you request, among other things, "all" correspondence between the County and Securus. Because that request is not focused on any particular topic, responsive records would include a very significant volume of e-mails between the Sheriff's Department and Securus regarding day-to-day operational matters such as resetting of pin numbers and scheduling of installations at various facilities. All such records must be reviewed because we are finding that they may contain exempt information such as passwords, Social Security numbers and other confidential information. The review process will be quite time-consuming and we have very limited resources to apply. In an effort to more quickly provide you access to the records you seek, we are hoping that we might be able to assist you in narrowing your request. Can you please confirm whether you intended to include the above-described correspondence in your request to the County or whether you are seeking a smaller subset of the County's communications with Securus? If the request is not narrowed, we will still begin producing some records on schedule but will also re-assess the time it will take to review and potentially redact other records.

Dear Mr. Teel,

On August 2, 2016, the County inquired whether you wish to narrow your July 7, 2016 Public Records Act request. You responded on August 10th indicating that you will attempt to narrow your request. In the meantime, however, with the exception of those records that were subject to the County's August 2nd inquiry and those records subject to the exemptions cited below, the records responsive to your July 7, 2016 Public Records Act request are now available.

Pursuant to Cal. Gov. Code § 6254(k), Cal. Evid. Code §§ 854 and 952, and Cal. Code Civ. Proc. § 2018.030, the County is withholding records protected by the attorney-client and work product privileges.

Additionally, the County has redacted those records containing personal information such as social security numbers and drivers' license numbers pursuant to Cal. Gov. Code § 6255. The County can identify no public interest that would be served by disclosing this information. However, there is a strong public interest in protecting the identity and privacy rights of individuals with whom the County conducts business. Therefore, the public interest in withholding these records clearly outweighs the public interest served by disclosing them.

Finally, pursuant to Cal. Gov. Code § 6254.15 and Cal. Civ. Code §§ 3426.1 - 3426.11, incorporated into the Public Records Act through Government Code § 6254(k), the County is withholding trade secret information submitted by Securus Technologies, Inc.

These records are available at the County's Department of Purchasing and Contracting. Should you wish to receive hard copies or scanned copies of these records, the County estimates the costs to be as follows:

1st page (single sided) - $0.15
679single sided pages - $67.90 ($0.10 each)
226 double sided pages - $33.90 ($0.15 each)

· Scanned copies: $56.70
1st page (single sided) - $0.15
