Pursuant to the California Public Records Act (California Government Code ยงยง 6250), I hereby request the following records:

The following request is in regards to mobile phone forensics tools such as devices made by the company Cellebrite, IP Box made by MDSec, Kessler Innovations products, or analysis programs such as those produced by COMPELSON Labs.

-Contractual documents. Examples of this are invoices, purchases orders, contracts, loan agreements, procurement documents etc.
-Records of communication with the domains CellebriteUSA.com, investigation.com, or mdsec.net from either the chief of police or head of procurement.
-guidelines and/or internal policy on the use of mobile phone forensics tools and software
-Any utilization logs for these tools

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The San Diego County Sheriff's Department is in receipt of your email dated March 24, 2017 seeking records pursuant to the California Public Records Act (CPRA).

On April 3, the Sheriff's Department, pursuant to Government Code section 6253 (c) (1) and (3), extended the response date by 14 days. We now respond as follows.

With respect to your request for "contractual documents", we are in the process of gathering and reviewing those responsive documents in the possession of the Sheriff's Department. The Sheriff's Department reserves the right to withhold any documents that it identifies and privileged or exempt. From where we are in the process, it is clear that there will be more documents than can be transmitted as PDF files via email. We will therefore send a copy of the responsive records on a recordable medium, such as a DVD-ROM or a thumb drive. Unless you indicate otherwise, we will mail the records to the Highland Avenue address listed on the request.

With respect to your request for "Records of Communications [between several domain names and] either the chief of police or head of procurement", we presume this request refers to email to and from Sheriff Gore that fit this criteria. The Sheriff's Department has no records responsive to this request.

With respect to your request for "guidelines or internal policy on the use of mobile phone forensic tools and software", our Manual of Policies and Procedures is available online at http://sdsheriff.net/policies.html You will find that Section 6.1222 is the section that is most responsive to your request, although you are certainly free to inspect any and all policy and procedure sections.

Finally, with respect for "utilization logs for these tools", your request seeks records of a law enforcement investigation. Such records are exempt from disclosure pursuant to Government Code section 6254(f); Haynie v. Superior Court (2001) 26 Cal. 4th 1061.
