Pursuant to the California Public Records Act, I hereby request the following records:

1. Officer Demographics/Characteristics: I am requesting information on all sworn officers who were employed at any time from January 1, 2010 - December 31, 2020 including, but not limited to:

Officer first name
Officer last name
Officer appointed date
Officer termination date (if applicable)
Reason for termination (if applicable)
Officer badge number
Officer rank
Officer race
Office highest education received
Officer age
Officer job title
Officer sex

2. Police Officer Shift Information: All sworn officers shifts dating from January 1, 2010 to December 31, 2020. Each shift should include, but not be limited to the following:

Shift start date (YYYY-MM-DD)
shift end date (YYYY-MM-DD)
Shift start time (HH:MM)
Shift end time (HH:MM)
District or beat assigned
Officer badge number

3. Attacks on Officers: All attacks by civilians (or other officers) on sworn officers dating from January 1, 2010 to December 31, 2020. Each attack should include:

Officer badge number
Date of attack

4. Complaints information: All complaints on sworn-officers who were employed at any time from January 1, 2010 - December 31, 2020 including:

Officer badge number
Complaint description/reason
Date of complaint

Please provide me with these public records in a machine-readable ASCII format, such as a CSV, SQL, TXT, or similar raw file. CSV or SQL files are preferred when available. Please email the responsive records to my email address: michaeltopper@ucsb.edu.

If email transmission is not feasible, I agree to prepay the actual cost of the storage medium on which the responsive records are transmitted, any postage costs incurred, per KRS 61.874(2) and (3). Please inquire for mailing address if this is necessary.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

A document has been released for record request #22-5370 along with the following message:

Responding for the Personnel Department to item #1, attached is a list of individuals who occupied a sworn position in the Police Department (including Police Recruits) at any time from 1/1/10 to 12/31/20. Some may have moved to a different job classification. The columns on the report are as of 12/31/20, so if someone separated during the time frame and was rehired, this report will not show a separation date. With regard to your request for race, age, sex, separation reason, and education, either the Personnel Department does not maintain records with that information or if we do, then records containing that information are being withheld as personnel records pursuant to Cal. Government Code section 6254(c) and is individual privacy protected pursuant to Cal. Government Code section 6255 wherein the public interest in nondisclosure of private and personally identifying information clearly outweighs any public interest in disclosure. The actual job classifications or ranks for sworn Police personnel, including recruits, are also withheld pursuant to Government Code section 6255 [public interest in non-disclosure outweighs public interest in disclosure]. The person making the exemption determinations on behalf of the Personnel Department is Anne Lamen Aban, Assistant Personnel Director. We do not have responsive records related to badge numbers, item #2, and item #3. We are checking for responsive records for #4 but reserve the right to redact or withhold information pursuant to applicable law. Under California Government Code section 6253.1, please advise if you would like to discuss your request further.  Other City departments may be responding to this PRA request.

Hello,

Thanks for this information—it is much appreciated. I did have an inquiry:

In regards to #2, do the records not exist with just respect to badge number? If they exist with respect to officer first name and last name, those are records I am interested in as well. Essentially, with regards to #2, any shift database in which an officer can be identified is what I am searching for, assuming it has the following fields:

Shift start date (YYYY-MM-DD)
Shift end date (YYYY-MM-DD)
Shift start time (HH:MM)
Shift end time (HH:MM)
District or beat assigned (or similar column)

In regards to #3, no problem, and thank you for the update.
