Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, ยง 3(b)), I hereby request the following records:
Any and all invoices Helix Environmental submitted to the Unified Port of San Diego per the agreement between Helix Environmental and the Port outlined in Document 54451 (dated January 27, 2009) and any and all amendments. This request is for invoices submitted between January 6, 2009 and March 31, 2012, according to the Port's agreement with Helix, Document 54451 Attachment B. These monthly invoices, per the agreement, are to include details including but not limited to date of work performed, description of work performed, hours worked by personnel, hourly rate of personnel, total cost of personnel and other direct costs.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of my work for the news outlet, inewsource, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Attached are the Originating Agreement and Amendments to the Helix Environmental agreement you requested on December 10, 2014. I also have the hard copy invoice documents available. There are 39 pages at .20 per page, plus $1.82 postage for a total cost of $9.62. Please let me know how you would like to handle the remaining documents.
