To Whom It May Concern:

Pursuant to the Texas Public Information Act, I hereby request the following records:

Documentation describing the email system(s) used by your agency, including the procedures and methods for performing searches of the email system.

I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the Internet Archive and MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Emma Best

Hello,
The San Antonio Police Department's online portal doesn't seem to be working properly. In the interest of transparency, I'm respectfully asking that the department process the request as I've submitted it via email. Thank you!

Good Day Emma Best:

Please be advised that an email was sent out on 8/13/2018 to indicate the City of San Antonio did not have any responsive documents to your request. Your request W226316 - "Documentation describing the email system(s) used by your agency, including the procedures and methods for performing searches of the email system." was delivered to us with instructions to respond to the following email account: requests@muckrock.com<mailto:requests@muckrock.com>

This was done accordingly. You may want to check your spam folder. I am sending this response to both email accounts:

* requests@muckrock.com<mailto:requests@muckrock.com>

* requests@muckrock.com<mailto:requests@muckrock.com>

However, only one email account may be utilized per request. This has been explained to several other requestors from MuckRock who seem to be utilizing the same methods with multiple email accounts. Please share the word that requests may be made online utilizing this link:

https://www.sanantonio.gov/opengovernment

Also, we are only able to communicate with one email account per request. Thank you!

Respectfully,

Linda

Note:

Please include the ORR Reference Number I have listed in the subject line of my original email to you (begins with a 'W') when you are providing me responsive documents. Please always provide the uninterrupted time it takes you to compile the responsive records. If I am asking you for something that you anticipate will take over 2 hours to compile. Please let me know before you begin the work. I am required to get a cost estimate approval prior to such requests.

DEADLINES NOTICE: If the Department wishes to withhold documents from disclosure, the Department must submit a copy of all records immediately, but no more than Three Business Days. (Administrative Directive 1.31) If you are unable to turn in responsive documents within the three business days you need to give us a date and time when the records will be ready so we can let our Legal Department and the requestor know when the documents will be ready. Not complying with the Open Record Act or with Administrative Directive 1.31 will cause the release of all records being ordered, and/or the requestor may file a lawsuit or complaint against the City of San Antonio
