From: Benoit Morenne

To Whom It May Concern:

Pursuant to the Texas Public Information Act, I hereby request the following records:

All police records related to Alaa Mohammed Allawi and his drug-dealing operations. Around Dec. 2015 SAPD officers and other agencies started investigating an influx of drugs in the San Antonio area. They identified Allawi as the source of the supply. It was determined that Allawi produced his own prescription tablets and used the dark web so sell drugs. In Aug. 2016 the DEA identified co-conspirators for the Allawi Drug Trafficking Organization. I'm requesting information on behalf of Wired magazine with the intention of using the files as research for an in-depth article about Allawi's role in the opioid crisis.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Benoit Morenne

Hi,

I'd like to follow on this request submitted back in June. My understanding is that James Kopp, assistant city attorney for the city of San Antonio, is seeking a ruling from the office of the attorney general to withhold said records on the ground that their release could put an undercover detective at substantial threat. I don't see why their name couldn't be simply redacted...

Any update on this?

Thanks

Best,
Benoit

Hi,

Kimbell Kesling, assistant attorney general, ruled in a letter addressed to James Kopp, assistant city attorney for the city of San Antonio, that the city has to release some information pertaining to the Allawi case. I'm yet to receive any of that information. Could you please provide me with an update?

Thank you

Best,
Benoit
