Pursuant to Utah Code, §63G-2-401: If a Request for Records is denied by the governmental entity, any person that is dissatisfied with Salt Lake City’s response to the request may appeal that decision to the City’s Chief Administrative Officer by filing a Notice of Appeal within 30 calendar days after the date of this letter to the City Recorder at the mailing address listed below.  The notice of appeal must state the petitioner’s name, mailing address, daytime telephone number, nature and date of the request (attach if applicable) and relief sought.  A petitioner may file a short statement of facts, reasons, and legal authority in support of the appeal.   If the appeal is denied by Salt Lake City, the requester has the right to appeal the denial either to the State Records Committee or District Court.

The Denial Letter specifically states that Salt Lake City does not maintain the information in question and refers you to who does.
